7.f4 in Classical

Anyone have any sources that talk about how this move became the dominant one, or mention it at all? I found a brief mention that seems to be the origin of that sentence as I see the same "Not 7...c5 8.Nb5" thing in this article in the book. 99% sure Steinitz Variation is not a good name for it, though I might be missing something. Looks like he only had one game (early in his career, 1863) with the move. It's extremely rare until the 1910s, but gradually increased to ~90% of games by the present day - practically deserves to be called the Modern Variation. 7.Qd2 does typically transpose, but doesn't have to.
