Function Details: The bot would be tasked to work with categories (i.e. rename, remove, convert template to cat, etc.) listed for maintenance at various pages such as Wikipedia:Categories for discussion/Working & /User, Wikipedia:Categories for discussion/Speedy, Wikipedia:Templates for deletion/Holding cell and Wikipedia:Stub types for deletion. Work would only commence once clear consensus on a particular action is reached. I've done some manual work helping to empty a user category here.

Done. I actually did two categories, but the first was really just a wee one that looked like it should probably get done per the concerns raised at the CFD.
