It requires 2-3 sources which are reliable, independent, secondary sources, which talk at length about the topic of the article. Unfortunately the sources you have so far aren’t quite there. Preferably the sources would, rather than giving details, talk about the festival itself at length - how it started, the purpose, who runs it, etc etc. lists of bands for each year’s festival is unfortunately not going to get us there.
