The critical element to WP:NORG is to get ideally 3 feature long stories from independent sources about the subject. And newspapers don't like writing about other newspapers, so it is a tough test. Currently there isn't significant coverage of the newspaper by independent writers. So WP:V seems to be place, the subject is seemingly potentially notable, but WP:N is not yet there due to a lack of significant coverage. The Malaga local government award is useful, but it's not a secondary source. If another publication, book, radio programme covered the story and described the newspaper in some detail, that would shift the dial.
