Despite the extensive name-dropping (those lists should be removed anyway per WP:NOTADIRECTORY), the draft's references do not show notability as they are either trivial (e.g., reference 2, which does not list this CEPA anywhere near a 5th place), do not mention this organization, or are not independent of the organization. That staffers have written opinion pieces in notable newspapers may contribute to the notability of those staffers but does not add to the notability of CEPA (see WP:NOTINHERITED).
