Even with the copyright issues resolved, I don't think it's ready to be submitted to article space. Wikipedia is not a newspaper; if Wikipedia were to have an article on this topic, it would be something like Bucharest referendum on killing stray dogs. However, I don't think that Wikipedia really needs an article about a planned local referendum.
