Please note that pages are not allowed to be filed in redlinked categories that do not exist to have pages filed in them. There is no Category:Harrisburg Area Community College alumni, and there isn't going to be one anytime soon — a college or university has to have a lot more than just one notable alumnus before it gets a category for its alumni, meaning that it cannot be created just for Hagir S. Elsheikh alone.

So if you're willing to personally invest the time into finding at least four or five other alumni of that college with Wikipedia articles, then you'd be free to create that category and file all of them in it — but it cannot be created if she's the only person to be filed in it, and you cannot put it on the article at all if it hasn't been created.
