It looks to me like this website doesn't own the rights. The disclaimer at the bottom of the main page (which you gave as the link to license information) notes "All site design is Copyright ©1997-2012 Chris Creamer Properties, Inc. The Sports Logos.Net 'C-Leaf' Logo is property of this site. Please note: Chris Creamer and SportsLogos.Net do not own any of the logos or uniforms depicted within this site, therefore we do not have the power to grant usage rights to anyone!" (emphasis mine). Comment: The Flickr account seems to belong to a US senator. Photos taken by him during his official duty as a senator are free as {{PD-USGov-Congress}}. However, there are also lots of photos of nature and other things which were probably not taken during his official duty as a senator.
