A public domain mark from Flickr is not the same as a CCO license, which is an affirmative license releasing a work into a public-domain-like state. If the photographer would like to update the license to such an affirmative license, or would like to follow the instructions at WP:CONSENT, then the image may be used on Wikipedia.
