Only a small portion of the article is related to PIA, and the article itself is not under that topic area, not yet. You should thus not have given the TA the CTOPS alert. And given that only one editor is causing this issue (so far), we should look for long-term solutions, if needed, that address just this editor and not every NC/TA.
