Largoplazo, can you please elaborate on your revert? Your edit summary does not answer the following questions:

1. Why do you oppose the footnote explaining when it's OK to edit in spite of WP:COI? The footnote is taken from WP:COIU (which admittedly could be re-written to better conform to WP:COIU)
2. You're saying that "every newly registered user is close to being autoconfirmed", yet that text is left after your revert. You only removed the text about being close to extended confirmed.

I completely reverted your last four edits, so whatever's left is whatever was there before.

I'm now realizing that I misread your footnote regarding an exception, so I apologize for the substantive reason for my reversion of it. The other reason was a procedural one: It appeared you were adding a new rule without having any consensus for it. Is there consensus for such an exception? I have no objection to it in substance, but it seemed to be unilateral.

What I said about "a page" seems clear: the text has been referring for paragraphs to a page previously mentioned, so ever since first mention, it's been "the page". Why are you returning to "a page" here?

"Cases" was fine, there was no benefit to replacing it with "situations".

Since your reasoning for the deletion was that you thought I was changing policy, I restored the footnote in a way that makes it unambiguous that I am not changing policy. "Restored the footnote" is misleading. You restored the content, and placed it in a footnote. The content was not in a footnote before you deleted it.
