Ahmad Baqa (Born September 9, 1980) is a chemical engineer and business executive who serves as the Chief Operating Officer of SACHLO, also known as Saudi Factory for Chlorine and Alkalis, a subsidiary of Middle East Chemicals Co. He has over two decades of experience in chemical manufacturing, with expertise in chlor-alkali processes, electrolyzer operations, hydrogen generation, and industrial plant management. He is known for leading operational transformation initiatives and advancing sustainable manufacturing practices within the chemical industry.

Early life and education

Ahmad Baqa completed his early education in Sahiwal, Pakistan. He studied pre-engineering at Government Postgraduate College, Sahiwal.

He earned a Bachelor of Engineering in Chemical Engineering from Bahauddin Zakariya University in 2004. In 2023, he completed the Finance for Executives programme at INSEAD.

Early career

Baqa began his professional career in 2004 as a Process Engineer at Aazam Chemical in Lahore, where he worked on plant operations, process monitoring, and production reporting. In 2005, he joined Sitara Chemical Industries Limited in Faisalabad, Pakistan. Over a period of more than six years, he held progressively senior roles across operations and project functions. His responsibilities included plant operations, process optimization, engineering design, and project execution.

During this time, he contributed to the design, commissioning, and startup of multiple industrial systems, including chlor-alkali plants, caustic soda units, hydrochloric acid synthesis furnaces, ammonium chloride plants, and utility infrastructure such as chillers and water treatment systems. He also worked with distributed control systems including Yokogawa, Honeywell, and Supcon platforms.

SACHLO

Baqa joined SACHLO in 2011 as a Chemical Engineer. In this role, he was responsible for production planning, cost control, and operational performance. He increased plant capacity utilization from 40 percent to 100 percent within three months through process optimization and improved resource management.

He was promoted to Production Engineer in 2012, where he managed daily operations of chlor-alkali units, coordinated with safety and quality teams, and developed standard operating procedures and risk management systems.

Later in 2012, he became Plant Manager. In this position, he oversaw all plant functions, including production, maintenance, engineering, quality control, human resources, procurement, and logistics. He managed large operational teams and implemented systems to improve safety, reliability, and efficiency.

In 2018, he was appointed Chief Operating Officer. As COO, Baqa leads overall operations, including manufacturing, asset management, logistics, environmental compliance, and health and safety. He is responsible for strategy execution, operational performance, and long-term growth planning.
