As a non-profit Company Limited by Guarantee, IMPACT channels its work into three areas it considers central to its mission: youth, esports, and media. This is reflected in the brands that sit under its umbrella, Impact Malaysia, Rakita 107.9 (a youth focused radio station), Esports Integrated (an esports-focused brand), Spacerubix (sports facility), and mySukan TV.

The organisation's structure consists of multiple entities, each carrying its own social impact mandate and has led some to describe it as a social conglomerate.

The organisation was originally established under the name 1Malaysia for Youth (1M4U) to spearhead youth volunteerism initiatives under the Prime Minister's Office. In 2018, its functions were transferred to the Ministry of Youth and Sports. Following a period of strategic review and realignment of priorities, the organisation was rebranded as IMPACT in 2019.

History

Beyond simply replacing 1M4U, the transition represented a deliberate rethinking of how the government engaged with Malaysian youth. The focus shifted away from volunteerism and towards something more expansive which is equipping young Malaysians with the tools and platforms to actively drive social development and catalyse meaningful change within their communities.

To carry out this new mandate, youth entrepreneur Ahmed Faris Amir was brought on board as Deputy Chief Executive Officer in 2019, forming part of the founding team tasked with translating the agency's refreshed direction into reality. Recognising his contributions to shaping the organisation in its early years, Ahmed Faris Amir was subsequently promoted to the role of Chief Executive Officer, a position he continues to hold until today.

Mandate and initiatives

In 2020, the Ministry of Youth and Sports launched Esports Integrated (ESI) under IMPACT,  to develop a vibrant and sustainable esports ecosystem in Malaysia. ESI's focus centred on giving a platform for grassroots talent and raising the professional standards of those working behind the scenes like event organisers, team managers, and coaches alike.

The following year proved to be a busy one for the organisation. In 2021, IMPACT partnered with Malaysian technology company Techninier to develop and manage Esukan.gg, a national esports tournament platform. That same year, Esports Integrated announced plans to build a dedicated national esports hub at Spacerubix, backed by allocation from Malaysia's 2020 Budget. IMPACT also launched the Malaysia Esports League (MEL), a grassroots tournament platform designed to nurture emerging talent and provide competitive opportunities for amateur players.

In 2022, IMPACT introduced Kata Dua, a youth empowerment programme developed in partnership with The Body Shop Malaysia through its D-Camps initiative. The programme set out to strengthen political literacy and social change skills among emerging leaders. Selected participants were awarded a RM5,000 Changemaker Fund grant, sponsored by The Body Shop Malaysia, to implement community projects of their own.

By 2025, the esports vertical had grown considerably. The Ministry of Youth and Sports launched the KBS Esports Fund (Dana Esukan KBS, or DEK) with an allocation of RM1.5 million to support the sector's continued expansion. Alongside this, the Malaysia Esports Accelerator Program (MEAP) was introduced as an industry development initiative under ESI, aimed at helping esports athletes and organisations scale their competitive performance. The programme's first cohort of recipients included Selangor Red Giants, HomeBois, AXLE Sports, BlackShrew Esports, and Alpha Gaming.

Governance and structure

The organisation is governed by a Board of Trustees, whose members are appointed by the Ministry of Youth and Sports. As of 2025, the board's membership was as follows:
