Early life and naval career
Batra was born in 1946 in Multan, then part of British India (now in Pakistan). He was commissioned into the Indian Navy on 22 May 1967 and served for 36 years, retiring on 31 December 2002.
During his service, he attained the rank of Commodore, serving as Charge Hydrographer and Secretary of the Kendriya Sainik Board. In the 1971 Indo-Pakistani War, as a Lieutenant, he participated in operations on the western front, boarding the captured vessel MV Successful Day at night and safely escorting it to Mumbai harbour.
Post-retirement, Batra committed to societal service, rejecting a conventional job to focus on public welfare."Lokesh Batra: The man who anchored electoral bonds fight". Deccan Herald. Retrieved 2026-03-13.
RTI activism
Batra's RTI journey began before the Right to Information Act, 2005 was enacted, with his first application in the early 2000s seeking details on poor water quality supplied to Noida homes, demonstrating RTI's potential for public interest.
Since 2005, he has used RTI strategically, filing detailed applications with background context to "participate in governance" and spur reforms."Meet Commodore Lokesh Batra". The News Minute. Retrieved 2026-03-13. Despite facing threats, including hate messages labeling him a "traitor," he persists from his Noida residence.
