The Centre’s activities are based on the collection and analysis of data on humanitarian needs, enabling more efficient allocation of aid, reducing duplication, and improving response times. RCC cooperates with local authorities, charitable organizations, and donors to coordinate assistance.
History
The RCC was established in September 2022 following the de-occupation of parts of the Kharkiv region. Its creation was preceded by cooperation between humanitarian organizations, the Kharkiv Regional Military Administration, and the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine in organizing aid delivery and civilian evacuations. In its early stage, the Centre focused on collecting and systematizing data on humanitarian missions, population distribution, and local needs. This analytical approach enabled the identification of underserved settlements and more targeted deployment of aid[2].
The RCC later developed a registry of settlements and an interactive map covering over 600 localities in the Kharkiv region, used to coordinate humanitarian assistance. Since its establishment, the Centre has contributed to the evacuation of over 63,000 people, supported the accommodation of more than 17,000 internally displaced persons, and facilitated the delivery of large volumes of humanitarian aid. It has also supported rapid response efforts, including emergency recovery works[3].
As of 2026, RCC operates in multiple cities, including Kharkiv, Zaporizhzhia, Dnipro, and Kyiv, and continues to expand its activities, including in the field of digital solutions.
Activities
RCC operates across several key areas:
Evacuation coordination — organization and support of civilian evacuations from frontline and high-risk areas in cooperation with authorities and volunteer organizations. Humanitarian demining coordination — coordination of activities related to the identification, assessment, and marking of areas contaminated by explosive remnants of war, as well as public awareness efforts. Rapid response — coordination of emergency response to incidents, including support to affected populations and preservation of damaged infrastructure. Data and needs assessment — development of analytical tools, including the Sustainable Settlement Capacity Assessment (SSA), to monitor needs at the community level. Humanitarian aid coordination — support to the distribution of essential goods and assistance to the charitable sector. Support for internally displaced persons (IDPs) — assistance with accommodation, basic needs, and integration. Medical assistance — support to healthcare facilities and coordination of mobile medical services in underserved areas. RCC develops digital tools to support coordination and decision-making in the humanitarian sector[4]:
BRIDGE — a platform that integrates data on needs, resources, and funding, enabling coordination between communities, donors, and organizations. BRIDGE Forum — an annual event focused on humanitarian response and community development, bringing together representatives of government, civil society, and international organizations. Poruch — a digital system designed to coordinate accommodation and support for internally displaced persons, integrating evacuation, placement, and follow-up assistance.
As of April 2026, the Poruch platform is in the final stages of development and is being tested in RCC transit centres[5].
