Draft talk:Marion Overton White

I have two very interesting scans of election flyers where Overton Marion White ran for various offices. They include photographs of White, as well as text. What do you think about copyright issues? Are there any? It seems like maybe fair use because the photographs aren't being used AS photographs, e.g., under the first Fair Use factor, "purpose and character," we would be using the images for a transformative purpose . . .
