This is a portion of the world of Arr-Kelaan, as seen in Gods of Arr-Kelaan and used to illustrate that work's article. Though not a comic frame in an of itself - instead a part of an expired vote incentive - it's still a part of the work as a whole. The image cannot be replaced with a free alternative, as any replacement would be a derivative work of a copyrighted one.
