Licensing

This is a sample from a recording of "Slowly", a song by Webb Pierce recorded in 1954 on Decca Records album Dl-4999, entitled Webb Pierce's Greatest Hits. The copyright belongs to Decca Records or the composers, Webb Pierce and Tommy Hill. The article in which it is used is entitled Pedal Steel Guitar. The recording has historic value because it demonstrates the first known use of a foot pedal on a steel guitar to change a pitch of notes while playing the instrument. Up to this time, the pedal was used only to play in a different key, and pushed only once to select the key. This is a low-resolution clip of less than 30 seconds from a much longer recording. The sample on this recording is not replaceable by free content; any other sample from the same recording would also be copyrighted, and any version that is not true to the original would be inadequate for identification or commentary. Use of the sample in the article is at a greatly reduced fidelity than the original; it is understood to be compatible with Wikipedia non-free content policy and fair use under United States copyright law as described above. Use of this sample outside of Wikipedia may be subject to other terms. I believe that this use of the excerpt is in good faith, and that its inclusion enhances the quality of the article, without reducing the commercial value of the recording from which it was drawn.
