Fair use for The Screamers and Synthpunk

Though the picture is subject to copyright I (Peter G Werner 07:42, 22 March 2007 (UTC)) feel it is covered by the U.S. fair use laws because:

it is only a 30-second sample of a much longer track.
it does not limit in any way the copyright owner's rights to produce a CD album from this track;
the music sample is significant because it was made by a famous artist, The Screamers, being a notable representation of their sound, as well as an exmplar of the sound of the genre of early synthpunk.

Licensing

This is a sound sample from a song, movie, sound effect, or other audio recording that is currently copyrighted. The copyright for it may be owned by the company who made it or the author. For a song, it may also be owned by the person(s) who performed it.
