Luis Guillermo Vélez (c. 1968) is a Colombian lawyer, politician and journalist who served as General Secretary of the Presidency from 2016 to 2017 under President Juan Manuel Santos.[1][2] A member of the Union Party for the People and the eldest son of Luis Guillermo Vélez, he served as Consul General of Colombia in Mexico.[3]

Born in New York City, Vélez studied law at the University of the Andes, graduating in 1992. He then went and studied at Georgetown University and got a master's degree in public policy.[4]

Vélez also worked in the law firm of Minister Fernando Londoño Hoyos.
