The World Government (世界政府, Sekai Seifu) is a global empire that rules over the world of One Piece by Eiichiro Oda. The World Government is affiliated with over 170 nations from around the world[ch. 398] and is led by Nerona Imu. Its greatest enemies are pirates such as the Straw Hats and the Revolutionary Army, who unlike most pirates directly oppose the Government.

Eight centuries after its foundation by a group of twenty kings known as the First 20 (最初の20人, Sekai Seifu),[ch. 497] their descendants, the Celestial Dragons, live luxurious lives and abuse their power.[ch. 498] The capital of the World Government is the Holy Land of Marijoa (マリージョア, Marījoa; Mary Geoise) and its governing headquarters is Pangaea Castle (パンゲア城, Pangea-jō) where there is an Empty Throne (虚の玉座, Kara no Gyokuza) said to symbolize that not a single person from any of the nineteen families of Celestial Dragons can rule the world, but in actuality used by Imu.[ch. 396][ch. 763][ch. 907][ch. 908]

The top leaders of the Government such as Imu, the Five Elders, the Holy Knights of God' highest-ranking officers like their supreme commander Garling, and the commander-in-chief Kong reside and govern from Mary Geoise, which is also the jurisdiction of the Holy Knights of God,[ch. 1054], and the home of the Celestial Dragons. Every four years, the royals of nations that are members of the Government assemble in Pangaea Castle to host the Reverie (世界会議, Reverī; Levely).[ch. 906]

The World Government initially controls two of the three types great powers in One Piece: the Marines, described as the public face of the government, and the Seven Warlords of the Sea, allied privateers who hunt other pirates. The Government also includes other military forces such as the , and the ten Cipher Pol intelligence agencies. Two years after the story begins, the Seven Warlords are abolished and replaced with clones made from their Bloodline Elements (血統因子, Kettō Inshi; Lineage Factor), as the World Government begins to more aggressively confront the strongest pirates known as the Four Emperors of the Sea as well as the Revolutionary Army.

Celestial Dragons

Nerona Imu

Nerona Imu (イム聖) is the true highest authority of the World Government, making them the shadow leader of the world who occupies the Empty Throne of Pangaea Castle at Mary Geoise. Their existence is kept secret from the world and much within the Government that if anyone witnesses their existence, they are assassinated.[ch. 908][ch. 1085] Imu is shown to have great cruelty and apathy for example when they destroy the kingdom of Lulusia solely because they want to test the weapon's capabilities and it happens to be the nearest country.[ch. 1086] They are rather childish, speaking in third person calling themselves "Mu", and holds an intense hatred towards those who bear the "Will of D".

When Imu possessed St. Jaygarcia Saturn during the God Valley incident, they turned Rocks D. Xebec into a demon.[ch. 1163] Amidst Rocks' fight with Monkey D. Garp and Gol D. Roger, Imu gave orders not to have any information recorded on the God Valley incident and to treat God Valley as having never existed. This was done by Marine Base G-11 and CP, who branded it a S-Level Top Secret Classification.[ch. 1165] In the present day, Imu possesses Gunko during the Holy Knights' invasion of Elbaph.

Imu seems to have eaten an unidentified Mythical Zoan which they are able to assume the form of an enormous demon capable of consuming fire, as well as create sharp-pointed, arrowhead-shaped appendages used for piercing,Imu possess both Kenbunshoku & Haōshoku Haki.

The Five Elders (五老星, Gorōsei) are a council of older men who are the official highest authorities of the World Government, making them the leaders of the world,[ch. 233] and the highest-ranking Celestial Dragons[ch. 907] with each of them being in charge of a political field in the Government. They all gather at the Hall of Power (権力の間, Kenryoku no Ma; Room of Authority) of Pangaea Castle, where they meet with those who have been granted an audience. The Elders are greatly concerned about protecting the unbalanced world from the influence of piracy and preserving the World Government's public image, even goes as far as covering up its tyrannical nature and reputation from the general public. They and the rest of the World Government even pay no mind to the atrocities against countries affiliated with them committed by two of the Seven Warlords of the Sea Crocodile and Donflamingo. While they are publicly the heads of the World Government, in reality, however, the only person they secretly answer to is Imu with extreme loyalty.[ch. 907] The Five Elders can make use of a magical transformation circle ability called Abyss.

They all appear to have eaten Mythical Zoan Devil Fruits which allow them to transform into enormous, monstrous creatures which they all appear in their fruits' Awakened abilities and are based on East Asian mythology and folklore.

During the events of the Egghead Incident, all Elders had to go to Egghead to stop a pre-recorded broadcast that activated after Dr. Vegapunk's death by the hands of Admiral Kizaru in the Marines' invasion while having to contend with the Straw Hat Crew and the Giant Warrior Pirates.

St. Jaygarcia Saturn

St. Jaygarcia Saturn (ジェイガルシア・サターン聖, Jeigarushia Satān Sei)[ch. 1073] was the Godhead of Science & Defense (科学防衛武神, Kagaku Bōei Bushin; Warrior God of Science & Defense) in the World Government,[ch. 1086] who ate an unidentified Mythical Zoan Devil Fruit that allows him to transform into a gyuki (an ox/spider Yōkai) or a gyuki-human hybrid, Saturn possess both Kenbunshoku & Haōshoku Haki. In the aftermath of the Egghead Incident, Saturn was killed by Imu for letting "Joy Boy" get away leaving only his skeleton behind. He is replaced by Garling as one of the Five Elders.[ch. 1125]

A flashback revealed that St. Jaygarcia Saturn took part in the God Valley incdient and was possessed by Imu.

Saturn is voiced by Keiichi Noda in the original Japanese version. In the Funimation dub, he is voiced by Jerry Russell in earlier episodes and by J.B. Edwards starting in Episode 511.

St. Figarland Garling

St. Figarland Garling (フィガーランド・ガーリング聖, Figārando Gāringu Sei) is the supreme commander of the Holy Knights, a member of the Figarland Family (フィガーランド家, Figārando-ke) of Celestial Dragons, and was a champion during the God Valley Incident (ゴッドバレー事件, Goddo Barē Jiken) who is given the authority to pass judgment on others even on his fellow Celestial Dragons.[ch. 1086] He is the father of twin sons Figarland Shamrock and Shanks of the Four Emperors. Garling was also responsible for killing Rocks D. Xebec when God Valley sunk into the ocean.

In the aftermath of the Egghead Incident, he was chosen by Imu to replace Saturn as the new Godhead of Science & Defense (科学防衛武神, Kagaku Bōei Bushin; Warrior God of Science & Defense), becoming one of the Five Elders.[ch. 1125]

St. Marcus Mars

St. Marcus Mars (マーカス・マーズ聖, Mākasu Māzu Sei) is the Godhead of Environment (環境武神, Kankyō Bushin; Warrior God of Environment) in the World Government,[ch. 1086] who ate an unidentified Mythical Zoan Devil Fruit that allows him to transform into an itsumade (a reptilian bird Yōkai) or an itsumade-human hybrid, Mars possess both Kenbunshoku & Haōshoku Haki.

Mars is voiced by Keiichi Sonobe in earlier episodes of the original Japanese version and by Masato Hirano starting in Episode 277 of the original Japanese version. In the Funimation dub, he is voiced by Randy Pearlman.

St. Topman Warcury

St. Topman Warcury (トップマン・ウォーキュリー聖, Toppuman Wōkyurī Sei) is the Godhead of Justice (法務武神, Hōmu Bushin; Warrior God of Justice) in the World Government,[ch. 1086] who ate an unidentified Mythical Zoan that allows him to transform into a fengxi (a four-tusked wild boar demon) or a fengxi-human hybrid, Warcury possess both Kenbunshoku & Haōshoku Haki.

Warcury is voiced by Masato Hirano in the original Japanese version and by Kurt Kleinmann in the Funimation dub.

St. Ethanbaron V. Nusjuro

St. Ethanbaron V. Nusjuro (イーザンバロン・V・ナス寿郎聖, Īzanbaron Bui Nasujurō Sei) is the Godhead of Finance (財務武神, Zaimu Bushin; Warrior God of Finance) in the World Government,[ch. 1086] who ate an unidentified Mythical Zoan that him to transform into a bakotsu (a flaming skeletal horse Yōkai) or a bakotsu-human hybrid, Nusjuro is capable of utilizing all three types of Haki.

Nusjuro is voiced by Kenichi Ogata in the original Japanese version. In the Funimation dub, he is voiced by Kent Williams and Doug Jackson.

St. Shepherd Ju Peter

St. Shepherd Ju Peter (シェパード・十・ピーター聖, Shepādo Jū Pītā Sei) is the Godhead of Agriculture (農務武神, Nōmu Bushin; Warrior God of Agriculture) in the World Government,[ch. 1086] who ate an unidentified Mythical Zoan that allows him to transform into a sandworm or a sandworm-human hybrid that has a vacuum breath and regeneration abilities, possess Kenbunshoku Haki.

Peter is voiced by Yasunori Masutani in the original Japanese version and by Michael Johnson in the Funimation dub.

Holy Knights of God

The Holy Knights of God (神の騎士団, Kami no Kishidan; God's Knights) are an order of elite knights under the command of Garling who operates within Marijoa.[ch. 1086] They are the only authorized military, law enforcement, and security force in the World Government higher than even the Navy itself. One of their responsibilities is to sort disputes between Celestial Dragons.[ch. 1054] Like the Five Elders, they utilize the magical Abyss ability. According to Jaguar D. Saul, the Holy Knights possess immortality. However, they can be injured by Supreme King Haki, which slows their recovery.

St. Figarland Shamrock

St. Figarland Shamrock (フィガーランド・シャムロック聖, Figārando Shamurokku Sei) is a commander of the Holy Knights, a Celestial Dragon of the Figarland Family, Garling's son, and Shanks' older twin brother. Shamrock wields a saber called Cerberus, which "ate" a Devil Fruit that enables it to turn into a Cerberus or a Cerberus-sword hybrid form.

St. Manmayer Gunko

St. Manmayer Gunko (マンマイヤー・軍子宮, Manmaiyā Gunko Gū) is a Holy Knight and a Celestial Dragon of the Manmayer Family. She possesses a healing factor and previously ate the Arrow-Arrow Fruit, which enables her to emit arrow-headed bandage strips. Gunko is later revealed to be Shuri, a princess who was brainwashed into serving Imu and previously killed her father, who was Brook's benefactor.

St. Shepherd Sommers

St. Shepherd Sommers (シェパード・ソマーズ聖, Shepādo Somāzu Sei) is a muscular, elderly Holy Knight and a Celestial Dragon of the Shepard Family. He ate the Thorn-Thorn Fruit, which enables him to generate thorny vines from their body and bind any target of his choosing. Sommers is apparently killed by Loki, who blasts him to pieces.

St. Rimoshifu Killingham

St. Rimoshifu Killingham (リモシフ・キリンガム聖, Rimoshifu Kiringamu Sei) is a clumsy and narcoleptic Holy Knight and a Celestial Dragon of the Rimoshifu Family who ate the Dragon-Dragon Fruit: Model Qilin, which gives him the ability to transform into a Qilin or a Qilin-human hybrid with a centaur-like appearance. Killingham is able to manipulate dreams and summon dream-based monsters, referred to as MMAs.

St. Satchels Maffey

St. Satchels Maffey (マッフィー宮, Maffī Gū) is a massive, horned female member of the Holy Knights. Through an unknown means, she can fire a laser from her mouth.[ch. 1160]

Other Celestial Dragons

The World Nobles (世界貴族, Sekai Kizoku), also known as the Celestial Dragons (天竜人, Tenryūbito; lit. "Heavenly Dragon Folk"), are a group of aristocratic elites that make up nineteen bloodlines residing in Marijoa[ch. 142] and are descendants of the First 20 with the exception of the Nefeltari family. However, due to their connection to the World Government, they constantly abuse their power and despise the people below them (referring to them as "commoners") to the point of wearing enclosed helmets with supplied oxygen so as not to breathe the same air as them.[ch. 499]

  • St. Roswald (ロズワード聖, Rozuwādo Sei; St. Rosward): The father of Charlos and Shalria. Roswald is voiced by Hirohiko Kakegawa in the original Japanese version and by John Tillman in the Funimation dub.
  • St. Charlos (チャルロス聖, Charurosu Sei): Roswald's son and Shalria's older brother who is spoiled and bratty. Charlos is voiced by Chafurin in the original Japanese version and by Jason Kane in the Funimation dub.
  • St. Shalria (シャルリア宮, Sharuria Gū): Roswald's daughter and Charlos's younger sister. Shalria is voiced by Rumi Kasahara in the original Japanese version and by Tiffany Grant in the Funimation dub.
  • St. Donquixote Mjosgard (ドンキホーテ・ミョスガルド聖, Donkihōte Myosugarudo Sei): A World Noble who in the past attempt to recapture his freed fish-man slaves at the Fish-Man Island, where he met Queen Otohime and became her ally and a supporter of her efforts to integrate fish-men and merfolk with humans.[ch. 625,626,908] During the Reverie, he directly oppose other World Nobles from threatening Otohime's family, beating Charlos on the spot,[ch. 907,908] whereupon he was executed by Figarland Garling.[ch. 1086]

Commander-in-Chief Kong

Kong (コング, Kongu) is the commander-in-chief of the World Government, with authority over the Navy, Cipher Pol, other Government subsidiaries and facilities. 27 years ago, he was the Fleet Admiral of the Navy and Sengoku's predecessor before being promoted. Kong is voiced by Unshō Ishizuka in the original Japanese version and by Jim Foronda in the Funimation dub.

The Navy[a] (海軍, Kaigun; Marines), translated as the "Marines" in FUNimation's English dub,[b] are a maritime force under the command of the World Government. Currently the position of fleet admiral, who is the leader of the organization, is occupied by Akainu. The greatest forces are the three admirals, who are currently Kizaru, Fujitora, and Ryokugyu. The corrupted Captain Ax-Hand Morgan (father of Helmeppo) was the first high-ranking officer of the Navy depicted in the series until he was stripped of his status when he was defeated by Luffy.

Fleet Admiral

The Fleet Admiral is the highest rank in the Navy. Aside from Kong, the following are known fleet admirals:

Sakazuki

Sakazuki (サカズキ), better known as Admiral Akainu (赤犬; lit. "Red Dog"), is a ruthless naval officer with the ability of the Logia-type Mag-Mag Fruit (マグマグの実, Magu Magu no Mi), which allows him to control, create, or transform into magma.[ch. 397, 573, 610] Akainu is a firm believer in "Absolute Justice," going as far as eliminating an entire population should an enemy be hidden there. This was first shown when The Navy eradicated Nico Robin's island of Ohara. Akainu destroyed a refugee evacuation ship simply due to the possibility of even one scholar sneaking on board; his logic was that if even one of the scholars of Ohara had escaped with it, the mission would've been a failure, much to the dismay of Aokiji, who called him a fool for overdoing things.[ch. 397] After Sengoku retires, Akainu wins the position of fleet admiral in a duel against Aokiji.[ch. 650] His appearance is modeled after Bunta Sugawara.[ch. 558]

He is voiced at first by Michio Nakao in the earlier parts of the original Japanese version and later by Fumihiko Tachiki in the later parts of the original Japanese version.[1][2] In the Funimation English adaptation, his voice is supplied by Andrew Love.[3]

Sengoku

"Sengoku the Buddha" (仏のセンゴク, Hotoke no Sengoku; Sengoku also being the name of a period in Japanese history) is a naval officer and contemporary of Roger who eventually rises to the rank of fleet admiral.[ch. 234, 434] The ability of the Mystical Zoan-type Human-Human Fruit: Model Buddha (ヒトヒトの実 モデル:大仏, Hito Hito no Mi, Moderu: Daibutsu) allows Sengoku to transform into a daibutsu or a daibutsu-human hybrid.[ch. 585] Sengoku is capable of utilizing all three types of Haki. Following the Paramount War, he retires from the service and, against his recommendation to promote Aokiji, is succeeded by Akainu.[ch. 650] Although retired from active duty, Sengoku continues to serve in the navy as an inspector general. Two years after the war, he is shown to have mellowed rather considerably due to his lack of responsibilities. It is also revealed that he previously cared for the young Donquixote Rosinante after his brother Donquixote Doflamingo murdered their father, Donquixote Homing. He came to care for Rosinante like a son and was devastated by his death while he was working undercover as a member of the Donquixote Pirates. After Doflamingo's defeat by Luffy, Sengoku learns the truth about the circumstances of Rosinante's death from Trafalgar Law who Rosinante had given his life to protect. Although Law is a pirate, Sengoku allows him to escape because of his connection to Rosinante.

In the Japanese anime television series, he is initially voiced by Takkō Ishimori, later by Tōru Ōkawa.[4] In the Funimation English adaptation, he is initially voiced by Ed Blaylock and later by Philip Weber.[5]

The Admirals are the second highest rank in the Navy. The following are admirals in the Navy:

Borsalino

Borsalino (ボルサリーノ, Borusarīno), better known as Admiral Kizaru (黄猿; lit. "Yellow Monkey"), is an easygoing navy officer with the power of the Logia-type Glint-Glint Fruit (ピカピカの実, Pika Pika no Mi), which allows him to generate, control, or become light as well as fire destructive beams.[ch. 507, 511] Despite his unusually calm and laidback demeanor often leading to absent-mindedness (asking pirates for Sentomaru's direction), he is a highly competent and unforgiving fighter.[ch. 507] He is depicted as being conflicted in his missions, befriending Vegapunk whom he had been ordered to arrest for 26 years; his killing of Vegapunk would traumatize him to the point he uncharacteristically lashed out at Sakazuki and caused him to sincerely apologize.[ch. 1124]

The character's appearance is modeled after Kunie Tanaka.[ch. 558] Originally voiced by Unshō Ishizuka until 2018, he was replaced after death by Ryōtarō Okiayu.[6][7] In the Funimation English adaptation, his voice is supplied by Ray Hurd.[8]

Issho

Issho (イッショウ), better known as Admiral Fujitora (藤虎; lit. "Purple Tiger"), is one of the Navy admirals who joined during the timeskip. He has the ability to control gravity through the powers of the Press-Press Fruit, being able to make the environment heavier or lighter. Having blinded himself due to the trauma of numerous atrocities prior to his Navy career, he uses Color of Observation Haki to feel what is around him.[ch. 799]

He wanted to end the Seven Warlords of the Sea system, which is why in Dressrosa he had a conflict against Donquixote Doflamingo and Trafalgar Law, where he later had to team up with the latter and the Straw Hat Crew to stop Doflamingo's corruption. Despite orders to arrest him, a fight with Luffy made him gain immense respect for the pirate, willfully permitting the Straw Hats' escape to Sengoku's chagrin.[ch. 799]

His character appearance is modeled after Shintaro Katsu. In the original Japanese version of the anime, he is voiced by Ikuya Sawaki. In the Funimation English adaptation, his voice is supplied by Charles C. Campbell.

Aramaki

Aramaki (アラマキ), better known as Admiral Ryokugyū (緑牛; lit. "Green Bull"), is the second of the two admirals appointed to their rank during the two-year timeskip, next to Fujitora. He ate the Forest-Forest Fruit, a Devil Fruit power that allows him to generate, control, or become plant life like a forest, trees, and flowers, as well as manipulation of all plant life [ch. 1054], whether on a small or massive scale, with vegetation growing wherever he treads. Inter alia, Ryokugyu can summon roots to impale people and objects and then drain them of their moisture and nutrients,[ch. 1053] which has allowed him to go three years without eating anything the conventional way.[ch. 905] While easygoing much like former Admiral Aokiji, Ryokugyu appears to be a supporter of Akainu's brand of Absolute Justice, but he is more prone to destroying those who do not side with his brand of "justice", especially when it comes to the World Government authority, unlike Sakazuki [ch. 1054]. So, thus the is venturing to Wano to try to bring down Luffy to get his superior's approval.[ch. 1053] Ryokugyu's appearance seems modeled after Japanese actor Yoshio Harada.

Ryokugyu is voiced by Jun'ichi Suwabe[c] in the Japanese version of the anime. In the Funimation English adaptation, his voice is supplied by Matthew David Rudd.

Vice-Admirals

The Vice-Admirals are the third highest rank in the Navy.

Monkey D. Garp

Monkey D. Garp (モンキー・D・ガープ, Monkī Dī Gāpu), nicknamed Garp the "Fist" (ゲンコツのガープ, Genkotsu no Gāpu) and "Hero of the Navy" (海軍の英雄, Kaigun no Eiyū), is a vice-admiral, Monkey D. Dragon's father and Luffy's grandfather.[ch. 432] He is famous for cornering Gold Roger[ch. 431] and considered a hero of the Navy.[ch. 432] After Roger's execution, he took care of Roger's son Ace and raised him like his own grandson.[ch. 551] He has superhuman strength, enough to lift and throw cannonballs like baseball pitches.[ch. 438] Garp takes both Koby and Helmeppo under his wing.

At the end of the war with Whitebeard, Garp retires from the front line and decides to train the next generation of navy personnel. He is imprisoned on Fullalead by Blackbeard after saving Koby on the island.

Garp is capable of utilizing all three types of Haki and is capable of using the advanced application for both Haoshoku and Busoshoku Haki.[ch. 1080]

He is voiced by Hiroshi Naka in the Japanese version of the anime.[9] In the English version of the series, he is voiced by Brian Mathis in the Funimation dub.[10] In the live-action series, Garp is portrayed by Vincent Regan.[11]

Smoker

"White Chase" Smoker (白猟のスモーカー, Hakuryō no Sumōkā) is a naval officer and cigar enthusiast, keeping plenty of cigars strapped to the left side of his jacket while smoking two lit ones.[ch. 98] Smoker ate the Logia-type Smoke-Smoke Fruit (モクモクの実, Moku Moku no Mi) allows him to manipulate, create, and transform into smoke.[ch. 100] His weapon is a jutte tipped with sea-prism stone. Upon seeing Luffy smile before miraculously surviving his execution in Loguetown, Smoker came to believe that he is a potential threat, since his attitude during his near demise, mirrored that of Gold Roger when he was executed, Smoker became more confused when Dragon stopped him from killing Luffy. Befuddled by these events, Smoker followed Luffy to the Grand Line and became obsessed with capturing him, to a near stalker like level, which only intensifies upon discovering Luffy is Dragon's son during the Paramount War. Smoker is a mentor of Tashigi since the Straw Hats arrived at Loguetown.

Two years after the Paramount War, he is promoted to the rank of vice-admiral.[ch. 169] Smoker unwillingly allied with the Straw Hats and the Heart Pirates on Punk Hazard due to Trafalgar Law's interference, assisting in the defeat of Caesar Clown.[ch. 655]

In the Japanese anime series, he is voiced originally by Ginzō Matsuo, later by Mahito Ōba.[12][13] In the 4Kids English adaptation, referred to as "Chaser the Smoke Hunter", he is voiced by Rusell Velazquez.[14] In the Funimation English adaptation, where he is called Smoker the "White Hunter", his voice is supplied by Greg Dulcie.[15] In the live-action series, Smoker is portrayed by Callum Kerr.[16]

Tsuru

Tsuru (つる, Tsuru) is an elderly vice-admiral[ch. 234] and the grandmother of rear admiral Kujaku.[ch. 1080] She possesses the powers of the Wash-Wash Fruit, which allows her to wash anything as if they are clothes and hang them out to dry.[ch. 556][17][18]

Tsuru is voiced by Minori Matsushima in episodes 151-755 of the original Japanese version. In the Funimation dub, she is voiced by Juli Erickson in episode 459, Pam Dougherty in "Adventures in Nebulandia", and Wendy Powell in episode 705-present.

John Giant

John Giant (ジョン・ジャイアント, Jon Jaianto) is a vice-admiral who is the first giant from Elbaph to enlist in the Navy. He was in charge of ordering Luffy's capture when he got his first bounty.[ch. 96] John Giant is shown to be brave enough to go up against Whitebeard in the Summit War of Marineford.

In the original Japanese version, John Giant is voiced by Masaharu Satō in the earlier episodes, Eiji Takemoto in episode 294, and Hisao Egawa from episode 473-present. In the 4Kids dub, he is voiced by Marc Thompson. In the Funimation dub, John Giant is voiced by J. Paul Slavens in the earlier episodes and by Tyson Rinehart from episode 473-present.

  • Stainless (ステンレス, Sutenresu): A vice-admiral who partook in the Summit War of Marineford. Stainless is voiced by Yuji Ueda in episode 151 of the original Japanese version and by Eiji Takemoto in the later episodes of the original Japanese version. In the Funimation dub, he is voiced by Chuck Huber.
  • Cancer (キャンサー, Kyansā): A vice-admiral in sunglasses who is always seen with a cigar in his mouth. Cancer is voiced by Ivan Jasso in the Funimation dub.
  • Dalmatian (ダルメシアン, Darumeshian): A vice-admiral who partook in the Summit War of Marineford. He ate an unknown Zoan Devil Fruit that enables him to transform into a dalmatian or a dalmatian-human hybrid. Dalmatian is voiced by Kōji Haramaki in the original Japanese version and by Philip Webber in the Funimation dub.
  • Hound (ハウンド, Haundo): A bespectacled vice-admiral who accompanied Kizaru and the Navy in attacking Egghead. He ate the Dog-Dog Fruit: Model Hound that enables him to transform into a hound or a hound-human hybrid. Hound is voiced by Shinichi Yamata in the original Japanese version and by Trey Upton in the Funimation dub.
  • Guillotine (ギロチン, Girochin): A long-bearded vice-admiral who accompanied Kizaru and the Navy in attacking Egghead. Guillotine is voiced by Shunsuke Kanie in the original Japanese version and by Gerardo Davila in the original Funimation dub.
  • Red King (レッドキング, Reddokingu): A large bald-headed vice-admiral with a long neck and six chins who accompanied Kizaru and the Navy in attacking Egghead. He wielded a special gauntlet that enables him to pull off the Steam Knuckle attack. Red King is voiced by Volcano Ōta in the original Japanese version and by Nick Huber in the Funimation dub.
  • Tosa (土茶, Tosa): A big burly vice-admiral who accompanied Kizaru and the Navy in attacking Egghead. Tosa is voiced by Toshiya Chiba in the original Japanese version and by William Ofoegbu in the Funimation dub.
  • Pomsky (ポンスキー, Ponsukī): A burly vice-admiral who wields a seashell-shaped war hammer. He ate the Ott-Ott Fruit, which allows him to transform into a sea otter or a sea otter-human hybrid. Pomsky is voiced by Tōru Nakane in the original Japanese version, while Arisa Sekine voices his younger self. In the Funimation dub, he is voiced by Weston Loy.
  • Bluegrass (ブルーグラス, Burūgurasu): A short and elderly vice-admiral who accompanied Kizaru and the Navy in attacking Egghead. She ate the Ride-Ride Fruit, which enables her to overtake and control anything she rides on. Bluegrass is voiced by Hiroko Emori in the original Japanese version and by Casey Casper in the Funimation dub.
  • Urban (ウルバン, Uruban): A tall vice-admiral with a monstrous face and foot-length hair who accompanied Kizaru and the Navy in attacking Egghead. He ate the Barrel-Barrel Fruit, which enables him to transform parts of his body into cannons. Urban is voiced by Yūsuke Numata in the original Japanese version and by Caleb Mosley in the Funimation dub.

The Rear Admirals are the fourth highest rank in the Navy. The following characters are rear admirals in the Navy:

Hina

Hina (ヒナ) is an rear admiral in the Navy and a long-time friend of Smoker's since they were rookies in the Navy. She was introduced as a Navy captain on her debut, being promoted to rear admiral after the timeskip. She is also the superior of Django and Fullbody, who admire her with passion. Hina has the power of the Bind-Bind Fruit (Cage-Cage Fruit in the anime dub) that allows her to form restraints on people by swiping her limbs through them or form a cage when she extends her arms.[18]

She is voiced by Tomoko Naka in the Japanese version. In the 4Kids English version, she is voiced by Kathleen Delaney. In the Funimation English adaptation, her voice is supplied by Jennifer Seman and understudied by Rachel Messer in One Piece: Stampede.

Kujaku

Kujaku (孔雀) is an rear admiral in the Navy and the granddaughter of vice-admiral Tsuru. Kujaku has the powers of the Whip-Whip Fruit which allows her to command anything she whips.[ch. 1080]

She is voiced by Marina Inoue in the Japanese version, and by Mallorie Rodak in the Funimation dub.

The Captains are the fifth highest rank in the Navy. The following characters are captains in the Navy:

Tashigi

Tashigi (たしぎ) is a naval officer serving as Smoker's second-in-command.[ch. 137, 179] While adept at sword fighting, she is unusually clumsy.[ch. 96] She is well-versed in the famous katana, knowing their names and origins. Her stated goal is to remove all meitō, named swords with prestigious histories, from the hands of those who would use them for their own ends.[ch. 97] By coincidence, she bears a striking resemblance to Kuina, Zoro's deceased childhood friend, something he is uncomfortable with.[19][ch. 100] She assists in the recovery of the "giganticized" children after assisting in the defeat of Caesar Clown at Punk Hazard.[ch. 655]

Her voice actress is Junko Noda.[13] In the 4Kids and Funimation English adaptations, she is voiced by Priscilla Everett and Monica Rial, respectively.[15] In the live-action series, Tashigi is portrayed by Julia Rehwald.[16]

Koby

Koby (コビー, Kobī) is the first friend Luffy makes on his journey, finding him forced to work as a chore boy on Alvida's ship. Inspired by Luffy, and with his help, Koby escapes and joins the Navy, where he and Helmeppo pique the interest of Vice Admiral Garp, who takes them under his wing.[ch. 27, 112] Eventually, Koby masters the Six Powers skill Shave and begins using Color of Observation Haki. After two years, he became a captain in the Navy.[ch. 432, 594] Koby is regarded as a hero from his instrumental role in the unseen Rocky Port Incident during the timeskip, where he unwillingly worked with Trafalgar Law and Blackbeard to take down Wang Zhi at Fullalead, saving citizens while allowing Blackbeard to take over the island.[ch. 1059] Koby would be kidnapped onto Fullalead after an incident involving Blackbeard and Boa Hancock, only to be saved by Garp.

In the original Japanese series, his voice is supplied by Mika Doi.[20] In the 4Kids English adaptation, he is voiced by Kayzie Rogers.[21] In the Funimation English adaptation, his name is spelled Koby, and his voice is supplied by Leah Clark[22] and Micah Solusod as a teenager. In the live-action series, Koby is portrayed by Morgan Davies.[11]

Morgan

"Axe-Hand" Morgan (モーガン, Mōgan) is a corrupt Navy captain who has an axe for a right hand. Established at the 153rd Branch in Shells Town, he abused his power and held Zoro prisoner until Luffy freed him.[ch. 4] Both of them managed to defeat Morgan.[ch. 6] The Navy stripped him of his rank and arrested him for his abuse of power.[ch. 88]

After Morgan escaped from the Navy trying to take Helmeppo hostage,[ch. 96] he was left at sea by him and has since been adrift.[ch. 105]

He is voiced by Banjō Ginga. In the English adaptions of the series, he is voiced by David Brimmer in the 4Kids dub and by Brett Weaver in the FUNimation dub. In the live-action series, Morgan is portrayed by Langley Kirkwood.[23]

Nezumi

Nezumi (ネズミ; lit. "Rat") is a corrupt Navy captain of the 16th Branch in the East Blue who accepted bribes from Arlong to cover up his actions. His name refers to his whiskers and hood with rodent ears, resembling a rat.[ch. 69] After Arlong was defeated by Luffy while ending his business, Nezumi was evacuated by his men and took revenge by demanding Luffy's first bounty as a pirate.[ch. 94]

Nezumi is voiced by Junko Noda in the original Japanese version. In the 4Kids English adaptarion he is voiced by Dan Green. In the Funimation adaptation, Nezumi was initially voiced by Vic Mignogna and later by Derick Snow starting in 2019. In the live-action series, Nezumi is portrayed by Rory Acton-Burnell.

Commanders and Lieutenant Commanders

The following characters are commanders and lieutenant commanders.

Helmeppo

Helmeppo (ヘルメッポ, Herumeppo) is the son of the corrupt Navy captain Morgan. He is introduced as a coward, hiding behind his father's wealth and power. Losing his luxurious life after his father's arrest, he reluctantly joins the Navy, where he and Koby become protégés of Garp and he becomes a lieutenant commander.

He is voiced by Koichi Nagano in the Japanese version. In the English adaptions of the series, he is voiced by Sean Schemmel in the 4Kids dub.[21] In the Funimation dub, he is voiced by Troy Baker in EPs 2-3 and EP280, before the role was recast to Mike McFarland.[22] In the live-action series, Helmeppo is portrayed by Aidan Scott.[11]

Django

Django (ジャンゴ, Jango) is a hypnotist with a habit of moonwalking.[ch. 25] Introduced as the of the Black Cat Pirates,[ch. 26] in the past being their first mate before Captain Kuro's resignation, he eventually befriends the Navy officer Fullbody sometime after Kuro's defeat,[ch. 148] and joins him in the service as a seaman recruit under the command of Hina,[ch. 172] whom they both admire.[ch. 214] He would later become a lieutenant commander in the Navy. Django's weapons of choice are chakrams which he uses for throwing, slashing and hypnotizing his enemies.[ch. 25,32,215]

In the Japanese version, he was originally played by Kazuki Yao, and played by Wataru Takagi in the short film Jango's Dance Carnival and in the 2024 reappearance. In the 4Kids English version, he is voiced by Oliver Wyman. In the Funimation English adaptation, his name is spelled "Jango" and his voice is supplied by Kenny Green.[22]

Fullbody

Fullbody (フルボディ, Furubudi) was introduced as a smug Navy lieutenant on his visit to the Baratie, where he was ridiculed by Sanji. After helping the pirate Django, he was demoted to a seaman recruit, with Django joining him as subordinates of Hina, whom they both admire.

He is voiced by Hideo Ishikawa in the Japanese version. In the 4Kids English version, he is voiced by Tom Wayland. In the Funimation English adaptation, his voice is supplied by John Burgmeier.

Donquixote Rosinante

Donquixote Rosinante (ドンキホーテ・ロシナンテ, Donkihōte Roshinante) was the younger brother of Donquixote Doflamingo, a top officer of the Donquixote Pirates occupying the Hearts Seat under the code name "Corazon" (コラソン, Korason), and an undercover agent from the Navy with the rank of commander who reports directly to the then Admiral Sengoku. He ate the Calm-Calm Fruit (ナギナギの実, Nagi Nagi no Mi) which grants him the ability to create a wall cancelling all sounds. He also makes use of this ability to make his elder brother believe that he has lost the power of speech after an unknown accident. Donquixote Rosinate is the second person to occupy the Hearts Seat, his predecessor being Vergo. Donquixote Rosinante is clumsy and is most often seen lighting his feather cloak up while trying to light a cigarette. He was killed years ago by Doflamingo.

In the Japanese anime television series, he is voiced by Koichi Yamadera. In the Funimation English adaptation, his voice is supplied by Ray Chase.[24]

Giant Squad

The Giant Squad (巨人部隊, Kyojin Butai) is a group of eight giants who work for the Marines. They were charged with the duties of guarding the execution platforms. Some of the Giant Squad members fought Little Oars Jr. during the infamous battle at Marineport.

Its known members are:

  • Lacroix (ラクロワ, Rakurowa): A vice-admiral in the Giant Squad. He is voiced by Takahiro Yoshimizu in the original Japanese version and by Brandon Luna in the Funimation dub.
  • Lonz (ロンズ, Ronzu): A vice-admiral in the Giant Squad who wears a medieval helmet. He is voiced by Masaya Takatsuka in the original Japanese version and by Ben Phillips in the FUnimation dub.

SWORD

SWORD is a Marines group who have resigned themselves from the command structure while still working for the Navy as Kuzan claims that they "are Marines, but also not". Members of SWORD include Rear Admiral Kujaku, Captain X. Drake, Captain Koby, and Lt. Commander Helmeppo, along with additional members:

  • Prince Grus (プリンス・グルス, Purinsu Gurusu): A rear admiral and member of SWORD. He ate the Glorp-Glorp Fruit, which enables him to create and control clay enough that he can create clay golems. Prince Grus is voiced by Satoshi Hino in the original Japanese version and by Ryan Negrón in the Funimation dub.
  • Hibari (ひばり, Hibari): A commander and member of SWORD who is an expert sniper. Hibari is voiced by Shiori Mikami in the original Japanese version and by Celeste Perez in the Funimation dub.

Cipher Pol

Cipher Pol (サイファーポール, Saifā Pōru) is a series of intelligence agencies who do investigations, espionage, and assassinations for the World Government.

CP9

Cipher Pol Number 9 (サイファーポールナンバーナイン, Saifā Pōru Nanbā Nain), abbreviated as CP9 (シーピーナイン, Shī Pī Nain), is the secret, ninth unit of the World Government's intelligence agency Cipher Pol based at Enies Lobby (エニエスロビー, Eniesu Robī), one of the World Government's three strongholds.[ch. 346] Specializing in assassination,[ch. 382] they utilize a weapon-themed martial art called the Six Powers (六式, Rokushiki).[ch. 347]

Initially led by Spandam in their debut, some agents of CP9 worked undercover on Water 7 for several years, Rob Lucci and Kaku working as shipwrights at the Galley-La Company, Kalifa as Iceberg's secretary, and Blueno as a bartender. Other members at that time include Jabra, Kumadori and Fukuro. Despite their failure at Enies Lobby to get Nico Robin to the Gates of Justice, Spandam is hospitalized and the top agents of CP9 defeated by the Straw Hats and branded as fugitives by the World Government, they are eventually promoted to into CP0.

Nero (ネロ), a man with weasel whiskers, was the newest recruit in CP9 who had not fully mastered all the Rokushiki skills and was apparently killed by Lucci for his failure.[ch. 257] Nero is voiced by Hidenobu Kiuchi in the original Japanese version and by Todd Haberkorn in the Funimation dub.

CP-0

Cipher Pol Aigis 0 (サイファーポールイージスゼロ, Saifā Pōru Ījisu Zero), abbreviated as CP-0 (シーピーゼロ, Shī Pī Zero), is the World Government's more secretive, elite enforcement unit and the strongest agency in Cipher Pol. Unlike other Cipher Pol agencies under the control of the World Government, CP-0 operates directly under the command of the Celestial Dragons. While not much is known about its individual agents and their abilities, they have demonstrated to be masters of Six Powers, much like agents from CP9, and also experts in Haki. Agents who wear masks are among the best combatants of the agency and are stated to be in a league of their own.[ch. 1031]

It is said that when CP-0 is active, world-shaking events are about to occur.[ch. 1068]

Some of them are former CP9 agents who faced the Straw Hat Crew at Enies Lobby, including:

  • Spandine (スパンダイン, Supandain): The influential chief of CP9 22 years ago. In the present, Spandine had stepped down from his position due to an illness which left him bedridden with his influence decreasing. Spandine is voiced by Masaya Onosaka in the original Japanese version and by Christopher Corey Smith in the Funimation dub.
  • Rob Lucci (ロブ・ルッチ, Robu Rutchi): A Cipher Pol agent who is known for ruthlessly and mercilessly enforcing the World Government's "justice" and was the strongest agent in CP9 and the history of the agency, working undercover as a shipwright at the Galley-La Company.[ch. 422] He can transform into a leopard or leopard-human hybrid thanks to the powers of the Cat-Cat Fruit: Model Leopard.[ch. 327, 349] When he first appeared, he posed as a shipwright at the Gally-La Company's dock one. He is currently a masked agent of the CP-0. Lucci is voiced by Tomokazu Seki in the original Japanese version and by Jason Liebrecht in the Funimation dub.
    • Hattori (ハットリ): Rob Lucci's pet pigeon. Hattori's vocal effects are provided by Tomokazu Seki in the original Japanese version and by Jason Liebrecht in the Funimation dub.
  • Kaku (カク):[ch. 401] An ex-CP9 agent and skilled swordsman who can turn into a giraffe or a giraffe-human hybrid thanks to the powers of the Ox-Ox Fruit: Model Giraffe. When he first appeared, he posed as a shipwright at the Gally-La Company's dock one. Kaku is currently a masked agent of the CP-0. Kaku is voiced by Ryōtarō Okiayu in the original Japanese version and by Alex Organ in the Funimation dub while Jerry Jewell voices him in the English dub of the video game One Piece: Unlimited Adventure.
  • Blueno (ブルーノ, Burūno): An ex-CP9 agent who travels great distances with manifested "air doors" thanks to the powers of the Door-Door Fruit.[ch. 374] When he first appeared, he posed as a bartender. He is currently an agent of the CP-0. Blueno is voiced by Seiji Sasaki in the original Japanese version and by Kumiko Watanabe in One Piece: Red. In the Funimation dub, he is voiced by Mark Fickert in the TV series and by Bob Carter in the video game One Piece: Unlimited Adventure.
  • Califa (カリファ, Karifa; Kalifa): An ex-CP9 agent whose "strength-cleaning" bubbles that turn a person into a slippery mannequin thanks to the powers of the Bubble-Bubble Fruit. When she first appeared, she posed as a secretrary at the Galley-La Company. She is currently an agent of the CP-0. Califa is voiced by Naomi Shindō in the original Japanese version and by Shelley Calene-Black in the Funimation dub.
  • Jabra (ジャブラ, Jabura):[ch. 413f.] An ex-CP9 agent the deceptive martial artist who can turn into a wolf of a wolf-human hybrid resembling a werewolf thanks to the powers of the Dog-Dog Fruit: Model Wolf. He is currently an agent of the CP-0. Jabra is voiced by Masaya Takatsuka in the original Japanese version and by Phil Parsons in the Funimation dub.
  • Kumadori (クマドリ): An ex-CP9 agent and a man who resembles a kabuki actor and uses an ability called "Life Return" to control every cell in his body.[ch. 406] He is currently an agent of the CP-0. Kumadori is voiced by Hiroaki Yoshida in the original Japanese version and by Andrew Love in the Funimation dub.
  • Fukurō (フクロウ): An ex-CP9 agent and a round-shaped man with a zipper across his mouth which has to be opened for him to speak.[ch. 375][ch. 408] He is currently an agent of the CP-0. Fukurō is voiced by Kumiko Watanabe in the original Japanese version and by Alexis Tipton in the Funimation dub.
  • Spandam (スパンダム, Supandamu): The former chief of both Cipher Pol 9 and Cipher Pol 5, and self-centered, but very clumsy son of Spandine who is a very loyal follower of the World Government and really zealous about its doctrine of "absolute justice". He obsessed over moving up in the World Government, and will do anything to achieve it like even manipulating his superiors to gain approval.[ch. 358][ch. 391][ch. 392] He is currently an agent of the CP-0. Though extremely weak compared to his then subordinates, Spandam carries the sword Funkfreed. Spandam is voiced by Masaya Onosaka in the original Japanese version and by Christopher Corey Smith in the Funimation dub while Kent Williams voices him in the English dub of the video game One Piece: Unlimited Adventure.
    • Funkfreed (ファンクフリード, Fanku Furīdo): A sword wielded by Spandam which is capable of transforming into an elephant or an elephant-sword hybrid after it "ate" the Elephant-Elephant Fruit.[ch. 379][ch. 400] Funkfreed's vocal effects are provided by Kōhei Fukuhara in the original Japanese version and by Kenneth Thompson in the Funimation dub.

Besides Stussy and the former agents of CP9, other personnel includes:

  • Guernica (ゲルニカ, Gerunika): A masked agent who traveled to Dressrosa along with Joseph and Joseph.[ch. 705] Later he traveled to Wano, where he was killed by Kaido.[ch. 1043]
  • Joseph (ヨセフ, Yosefu): A masked agent who traveled to Dressrosa along with Guernica and Gismonda.[ch. 705]
  • Gismonda (ジスモンダ, Jisumonda): A masked agent who traveled to Dressrosa along with Guernica and Gismonda.[ch. 705]
  • Maha (マハ): A masked agent who traveled to Wano along with Guernica and Joseph.

Other Cipher Pol Personnel

  • Jerry (ジェリー, Jerī): An agent from the CP6. Jerry is voiced by Naomi Kusumi in the original Japanese version and by Wilbur Penn in the Funimation dub.
  • Wanze (ワンゼ): An agent from the CP7 and an expert cook. Wanze is voiced by Yasuhiro Takato in the original Japanese version and by Jessie James Grelle in the Funimation dub.

Enies Lobby

Baskerville

Bas (バス, Basu), And (アンド, Ando), and Kerville (カビル, Kabiru), collectively known as Baskerville (バスカビル, Basukabiru), are the chief justices of Enies Lobby, in service of the World Government.[ch. 379] They act as a large three-headed man, but is actually three separate men who are so close as best friends that they prefer acting as one 16 ft. body.[ch. 399]

  • Bas is a stubbled, square-jawed man wearing some type of visor and sporting a large left arm, a large left hand, and stubby legs. Bas favors conviction in his job.
  • And is a white-beared man with a lanky upper body, large legs, and feet. And favors compromise in his job.
  • Kerville is a young man with stubby legs, a large right arm, and a large right hand. Kerville favors acquital in his job.

When in their combined appearance, And stands bow-legged while Bass and Kerville stand on And's thights as they are covered in a massive blue tabbard.

During the Enies Lobby arc, Baskerville is among those who pursued the Straw Hats when they arrived. Their disguise was split by Paulie and Zambai.

Baskerville is voiced by Mahito Ōba (Bas), Keiichi Sonobe (And), and Kōji Haramaki (Kerville) in the original Japanese version, and by Jeremy Inman (Bas), Jerry Russell (And), and Ray Gestaut (Kerville) in the Funimation dub.

Corgy

Corgy (コーギー, Kōgī; Corgi) is an official of the World Government who participated in the mission to gain the blueprints for Pluton and escort the prisoners Robin and Cutty Flam to Enies Lobby,[ch. 328] and acted as the leader of the Government forces in the Sea Train, answering directly to the agents of CP9.[ch. 362]

Corgy is voiced by Hisao Egawa in the original Japanese version and by Charles C. Campbell in the Funimation dub.

Impel Down

Impel Down (インペルダウン, Inperu Daun) is one of three strongholds of the World Government and the world's greatest supermax prison where most of it is submerged underwater and surrounded by Sea Kings. In addition, any inmate with Devil Fruit powers are kept in special cells made of seastones. Impel Down has been split into different levels, with each having a hole that leads down to the next level.[ch. 525] Monkey D. Luffy once entered Impel Down when looking for Portgas D. Ace only to later learn that he was shipped off to Marineford to be executed. This prison is the site of its one and only mass breakout caused by Monkey D. Luffy as both Buggy the Clown and the Blackbeard Pirates gained some recruits from the escaping inmates while others joined the Revolutionary Army.

Impel Down's staff include:

  • Saldeath (サルデス, Sarudesu): A chief prison guard who wields a trident which also functions as a flute to direct his subordinates the Blugori when operating on Level 2.[ch. 528, 543] Saldeath is voiced by Kazuya Nakai in the original Japanese version and by Orion Pitts in the Funimation dub.
  • Sadie (サディ, Sadi): A sadistic woman who uses a thin torturing whip in battle.[ch. 543] Saidie is in command of the Jailer Beasts on the lowest level of Impel Down. Sadie is voiced by Yuka Koyama in the original Japanese version and by Marissa Lenti in the Funimation dub.
  • The Jailer Beasts are Impel Down staff members who have tapped into the Awakened power of their unnamed Zoan Devil Fruits which makes them larger than normal with some of them having runny noses as well as being able to recover from attacks quicker. Most of them are in their animal-human forms. The Jailer Beasts work for Sadie in Impel Down's lowest level. They consist of:
    • Minotaurus: A Jailer Beast who ate a Devil Fruit that enables him to turn into a Holstein cattle. Minotaurus is voiced by Kappei Yamaguchi in the original Japanese version and by Josh Martin in the Funimation dub.
    • Minorhinoceros: A Jailer Beast who ate a Devil Fruit that enables him to turn into a blue rhinoceros. Minorhinoceros is voiced by Hiromu Miyazaki in the original Japanese version.
    • Minokoala: A Jailer Beast who ate a Devil Fruit that enables him to turn into a koala. He mostly carries a bag of eucalyptus leaves which he enjoys eating. Minokoala is voiced by Keiji Hirai in the original Japanese version.
    • Minozebra: A Jailer Beast who ate a Devil Fruit that enables him to turn into a zebra. Minozebra is voiced by Takahiro Fujimoto in the original Japanese version.
    • Minochihuahua: A Jailer Beast who ate a Devil Fruit that enables him to turn into a chihuahua. He joined the group after the timeskip.

Impel Down has also utilized creatures to use on the inmates:

  • A group of puzzle scorpions who can combine to form a centipede. They are found on Level 2.
  • The Manticores are depicted as human-faced lions who can mimic voices.
  • A group of giant rats found on Level 2.
  • A giant-mouthed hippopotamus found on Level 2 and which is exclusive to the anime.
  • A giant mantis found on Level 2.
  • The Basilisk is a large creature depicted as a snake/chicken hybrid. It is found on Level 2.
  • A Sphinx is a gigantic feathered human-faced lion who is in charge of the beasts of Level 2 and can mimic voices. The Sphinx is voiced by Yūichi Nagashima in the original Japanese version and by J. Michael Tatum in the Funimation dub.
  • The Blugori are masked creatures resembling blue gorillas who work on Level 2.
  • A vicious arctic wolf pack on Level 5.

Magellan

Magellan (マゼラン, Mazeran) is the Vice Chief Warden, being the Chief Warden before the two year timeskip. He has the ability of the Paramecia-type Venom-Venom Fruit (ドクドクの実, Doku Doku no Mi) that allows him to generate and manipulate poison as well as making him immune to any type of poison. However, his ability does not spare him from diarrhea caused by poisoned food. As a result, he spends about ten hours per day in the bathroom relieving himself.[ch. 528] Following the mass prison break caused by Luffy and Blackbeard, Magellan was demoted to Vice Chief Warden. Magellan is voiced by Mitsuaki Hoshino in the original Japanese version and by Jeremy Inman in the Funimation dub.

Hannyabal

Hannyabal (ハンニャバル, Hannyabaru) is the exceedingly ambitious Chief Warden, being the Vice Chief Warden before the two year timeskip.[ch. 526] He often shows off how tough he is to the prisoners which earns him admiration among the guards.[ch. 536] However, he cares more about his own position than the security of the prison.[ch. 535] His weapon of choice is a double bladed naginata.[ch. 543] Hannyabal became the new Chief Warden after Magellan's failure to stop the prison break caused by Luffy and Blackbeard. Hannyabal is voiced by Tetsuo Gotō in the original Japanese version and by Bradford Jackson in the Funimation dub.

Punk Hazard

Punk Hazard (パンクハザード島, Panku Hazādo-tō) is an island which is half hot and half cold, because Sakazuki and Kuzan fought there for the post of fleet admiral. On the island lives Caesar Clown and his henchmen who have aspects of mythological creatures like centaurs and satyrs, because Trafalgar Law gave them animal parts to replace their wrecked legs; these include Monet and Brownbeard. Dr. Vegapunk once had a laboratory here. It was also where Kaido and King were held prisoner and used as guinea pigs for the experiments there.

The island is also inhabited by children kidnapped by Caesar, who are used for his gigantification experiments, with Kozuki Momonosuke acquiring his Artificial Devil Fruit while held captive.

Caesar Clown

Caesar Clown (シーザー・クラウン, Shīzā Kuraun) is a psychopathic former navy scientist capable of transforming into gas due to the Logia-type Gas-Gas Fruit (ガスガスの実, Gasu Gasu no Mi).[ch. 668] He is a former member of MADS and a leading expert on chemical weapons of mass destruction. He works for Donquixote Doflamingo creating artificial Devil Fruits called SMILEs, and using kidnapped children in Punk Hazard for his experiments. He is also a direct subordinate of the Donquixote Pirates. After his defeat at the hands of Monkey D. Luffy, he is taken to Dressrosa by the Straw Hat Crew and Trafalgar Law as a prisoner to make a hostage swap with Doflamingo. Despite his antagonistic relationship with the Straw Hats, he cooperates with Chopper in medicine production and assists in improving his Rumble Balls.[ch. 1014] After his escape, he cooperates with former MADS colleague Vinsmoke Judge to form NEO MADS in order to surpass Vegapunk only to be dismayed by the news of Vegapunk's death on Egghead.[ch. 1078,1113]

Egghead

Egghead (エッグヘッド, Egguheddo) is a Winter Island where Dr. Vegapunk resides and works. He developed the island into a futuristic island and has a tropical setting due to Dr. Vegapunk's Island A.C. unit. Egghead's factory level is called the Fabriophase, and contains a futuristic city and the Labophase laboratory. Egghead was later ravaged by a Buster Call during the Marines' invasion.

Dr. Vegapunk

Dr. Vegapunk (ベガパンク, Begapanku) is a scientist who is immersed in his work. While originally the director of MADS (which also consisted of Buckingham Stussy, Caesar Clown, Queen, and Vinsmoke Judge) before the group was arrested, Vegapunk was brought into the Marines as its head scientist.

Vegapunk originally had an enlarged head the size of a giant as a side effect of eating the Brain-Brain Fruit, which enabled him to absorb and store information. He would later split his brain and place them into his Punk Records. Vegapunk later created some satellites who assist in his research like the Seraphim Project.

At some point in the past, he had an encounter with Professor Clou D. Clover and learned about the people who had D in their name. Four years later, Vegapunk was saddened when Clover was killed in the destruction of Ohara. Around the time Egghead was constructed, he became good friends with Borsalino, Bartholomew Kuma, his adoptive daughter Jewelry Bonney and Sentomaru. Vegapunk gradually turned Kuma into a mindless cyborg in exchange for Bonney's medical treatment. Unbeknownst to the World Government, he had tampered with this experiment for the duo's benefit.

Vegapunk is first seen on Egghead when the Straw Hat Crew briefly visit the island. It was through him that they learned the true name of Monkey D. Luffy's Devil Fruit. Vegapunk is killed in the Navy's subsequent attack on Egghead. A clone of Vegapunk is brought to Elbaph as part of a contingency plan.

Dr. Vegapunk is voiced by Yoshito Yasuhara in episode 610 in the original Japanese version and Yōhei Tadano in later episodes of the original Japanese version. In the Crunchyroll dub, he is voiced by Kent Williams.

Dr. Vegapunk created six satellites as artificial creations that represent aspects of his personality: Shaka, Lilith, Edison, Pythagoras, Atlas, and York.

Shaka

Punk-01 is Shaka (シャカ, Shaka), a man in a futuristic metal helmet who represents Vegapunk's goodness, making him the reasonable of Vegapunk's satellites. While trying to save Vegapunk, Shaka was shot in the head by York. Shaka's consciousness later inhabited Edison's body. Shaka is voiced by Shūhei Sakaguchi in the original Japanese version and by Markus Lloyd in the Crunchyroll dub.

Lilith

Punk-02 is Lilith (リリス, Ririsu), a young woman who represents Vegapunk's evil. Lilith operates a giant mecha called the Vegaforce-01 and has power over the Sea Beast Weapons that she created. Lilith plans to resurrect the clone of Vegapunk upon building a laboratory with the necessary equipment as well as find a way to restore Bartholomew Kuma's mind. After finding an ancient factory on Elbaph, Lilith plans to make it her base of operations. Lilith is voiced by Aya Hirano in the original Japanese version and by Madeleine Morris in the Crunchyroll dub.

Edison

Punk-03 is Edison (エジソン, Ejison), a child-sized mechanical creature who represents Vegapunk's thinking and wears a jet pack. During the Marines' attack on Egghead, Edison died from the injuries he sustained after previously passing through the Frontier Dome. Edison survived with the consciousness of his fallen satellite companions now inhabiting his body as he desynchronizes from the Punk Records to make York and the Marines think that he is dead. After using the machine that produces floating Island Clouds from the Cloud Factory to lift the Punk Records far from the reach of the Marines, Edison makes himself a new body with the parts of his fellow satellites. Edison is voiced by Ryoko Shiraishi in the original Japanese version and by Lindsay Seidel in the Crunchyroll dub.

Pythagoras

Punk-04 is Pythagoras (ピタゴラス, Pitagorasu), a large mechanical creature with a detachable head who represents Vegapunk's wisdom. He was later destroyed by S-Snake, with his consciousness inhabiting Edison's body. Pythagoras is voiced by Tokuyoshi Kawashima in the original Japanese version and by Aaron Dismuke in the Crunchyroll dub.

Atlas

Punk-05 is Atlas (アトラス, Atorasu), a large mechanical girl with drooping ears and a fuzzy tail who represents Vegapunk's violence. Atlas was responsible for being behind the creation of a cooking machine that can use an unknown substance to make a variety of food, lifelike holograms, and jetpacks. After knocking out Lilith to keep York from finding her, Atlas sacrificed herself to allow the Straw Hat Crew to get away from St. Ethanbaron V. Nusjuro and exploded afterwards. Atlas' conscious later inhabited Edison's body. Atlas is voiced by Kaede Hondo in the original Japanese version and by Jad Saxton in the Crunchyroll dub.

York

Punk-06 is York (ヨーク, Yōku), a long-haired young woman who represents Vegapunk's greed. She conspires to abduct Vegapunk and become the only Vegapunk in the world. York is voiced by Mutsumi Tamura in the original Japanese version and by Robin Clayton in the Crunchyroll dub.

Sentomaru

Sentomaru (戦桃丸, Sentōmaru) is a large man with a sumo wrestler-like build who is in command of the Marine's Science Unit and the bodyguard of Dr. Vegapunk ever since he was saved by him in his youth. In addition, he is shown to have control over the Pacifista units. Following the time skip, Sentomaru became a full-fledged Marine officer.

During the "Egghead Arc", Sentomaru helped out the Straw Hat Crew in their mission to rescue Vegapunk from York out of loyalty to Vegapunk. He was briefly captured by the Marines. After the Straw Hat Crew escape from Egghead, Sentomaru escapes from the Marines' custody and leaves Egghead on a rowboat.

Sentomaru is voiced by Kazue Ikura in the original Japanese version and by Greg Ayres in the Funimation dub.

Stussy

Stussy (ステューシー, Sutyūshī) is an elegant woman who is a clone of Buckingham Stussy developed by MADS who is employed as a spy by Dr. Vegapunk.[ch. 1072] She remained loyal to Vegapunk and has been working as a deep undercover agent of the World Government for 27 years, infiltrating CP0 and becoming one of its masked agents.[ch. 871] Stussy also posed and operated as an emperor of the Underworld under the nickname of the "Queen of the Pleasure District" (歓楽街の女王, Kanraku-gai no Joō).[ch. 860] Stussy ate an unidentified Bat-Bat Fruit model that enables her to turn into a bat or a bat-human hybrid with blood-sucking abilities.[ch. 1072]

Stussy is voiced by Mami Kingetsu in the original Japanese version and by Anastasia Muñoz in the Funimation dub.

Emet

Emet (エメト, Emeto) the Iron Giant (鉄の巨人, Tetsu no Kyojin) is a legendary gigantic robot who was created 900 years ago before running out of power and being rendered inert on Egghead. During Luffy's fight with the Marines and the Five Elders, Emet reactivates upon hearing Luffy's Drums of Liberation and helps battle the Marines.

Emet is voiced by Naomi Kusumi in the original Japanese version.

Aside from the Seraphim, the following are known inhabitants of Egghead with some of them being created by Dr. Vegapunk and his Satellites:

  • The Mecha-Shark (メカシャーク, Mekashāku): A gigantic metallic shark who roams the oceans surrounding Egghead.

The Seven Warlords of the Sea (七武海, Shichibukai), the full title being The Royal Seven Warlords of the Sea (王下七武海, Ōka Shichibukai), was a group of seven powerful pirates who are granted legal leniency to do as they please by the World Government and have their bounties void in exchange for a fraction of their loot and defeating weaker pirates, who deride them for selling out.[ch. 69,342] The Seven Warlords are loosely based on the European privateers, government-endorsed pirates considered heroes in their homeland and pillagers in others.[ch. 260]

At the beginning of the series, the group's members are Dracule Mihawk, Sir Crocodile, Donquixote Doflamingo, Bartholomew Kuma, Gecko Moria, Boa Hancock, and Jimbei.[ch. 69, 113, 234, 455, 516][25] In the past, another membrer was Hanafuda (ハナフダ), also known as the "King of Lizards", who after being defeated by Portgas D. Ace, his position was removed and taken by Kuma, and time later after his expulsion being killed by rival pirates.[vol. 111:SBS]

Following the exposure of Baroque Works, Crocodile is replaced by Blackbeard, who soon leaves the group, along with Jimbei, who resigns to side with Whitebeard against the World Government, and Moria, who is discarded by the World Government and narrowly escapes an assassination attempt.[ch. 474, 557, 576, 581, 595][25]

The three open spots are eventually filled during the timeskip by Trafalgar Law, Buggy the Clown,[ch. 700] and Edward Weevil.[ch. 802][25] After Law and Doflamingo's actions in Dressrosa are exposed, they both are removed by the World Government.

Later during the Reverie, under the direction of Nefeltari Cobra and Riku Dold III, the member nations vote to abolish the Warlords and the remaining members are stripped of their positions and legal status outside of Kuma.[ch. 956]

"Sir" Crocodile (サー・クロコダイル, Sā Kurokodairu) is a pirate with the ability of the Logia-type Sand-Sand Fruit (スナスナの実, Suna Suna no Mi), allowing him to generate and control sand,[ch. 170] absorb moisture with his right hand,[ch. 201] and, as long as he is not wet, turn his body into sand.[ch. 199] He wears a large golden alloy hook in place of a left hand,[ch. 160] which contains a potent poison and a dagger underneath.[ch. 204] Initially a member of the Seven Warlords of the Sea,[ch. 113] his title is revoked by Tashigi when it is discovered that he, under the code name of "Mr. 0" (ミスター・ゼロ, Misutā Zero),[ch. 127, 211] headed the criminal organization known as Baroque Works as president and attempted a coup of Alabasta. He was subsequently arrested after he was defeated by Luffy.[ch. 113]

Sometime after the mass-prison break at Impel Down, Crocodile later founded the Cross Guild along with Mihawk and becomes one of its chief officers.[ch. 1058]

In the original Japanese series, he is voiced by Ryūzaburō Ōtomo.[9] In the 4Kids adaptation, Crocodile is voiced by David Brimmer.[26] In the Funimation English adaptation, his voice is supplied by John Swasey.[27] In the live-action series, Crocodile is portrayed by Joe Manganiello.[28]

Daz Bonez

Daz Bonez (ダズ・ボーネス, Dazu Bōnesu), code named Mr. 1 (ミスター・ワン, Misutā Wan), was the highest-ranking male Officer Agent of Baroque Works whose body possesses the qualities of bladed steel thanks to the powers of the Dice-Dice Fruit, and his partner was Ms. Doublefinger.[ch. 190] Following the organization's dissolution and arrest, he was sent to Level 5 of Impel Down.[ch. 533] Daz Bonez would later escape and join up with Buggy's crew.

Daz Bonez is voiced by Tetsu Inada in the original Japanese version and by Scottie Ray and Brett Weaver in the 4Kids and Funimation dub respectively. In the live-action series, he is portrayed by Awdo Awdo.[29]

Dracule Mihawk

Dracule Mihawk (ジュラキュール・ミホーク, Jurakyūru Mihōku), also called "Hawk-Eye" Mihawk (鷹の目のミホーク, Taka no Me no Mihōku), is a pirate who is one of the former Seven Warlords of the Sea and the strongest swordsman in the One Piece universe.[ch. 50, 52, 69] His primary weapon is a Grosse Messer that Mihawk calls Yoru. He also often carries around a dagger that he conceals in a crucifix pendant. His personal ship is called the Hitsugibune, an all-black boat that resembles a coffin and has candles lit on the edges that burn with green fire.[ch. 50, ?] The Hitsugibune's mast is notable for the fact that it is shaped like Yoru.

Physically, in the manga, anime, and live-action, Mihawk is a tall man with pale skin and black hair (generally has distinctive side burns and a beard), a muscular build, and a generally deadpan expression. His most distinctive physical trait are his yellow-and-black eyes, which are the source of his nickname "Hawk-Eye" Mihawk. Mihawk commonly wears a white shirt and a black coat and hat with red as a secondary coloring.

Mihawk is a loner and solitary in his nature. He has a deadpan and reserved demeanor that fully matches his general expression. Unlike many pirates in the world of One Piece, Mihawk does not have a crew and usually travels and lives alone. Mihawk is very self-confident in his abilities and his status as the world's greatest swordsman, but he is always eager to test his abilities against new opponents and has an equal level of appreciation for the skills and work ethics of others for his own and is not arrogant. For example, Mihawk is one of the few people to actually respect Luffy's abilities and ambitions and sees him as a capable and brave warrior instead of a foolhardy boy/young man many of Luffy's enemies mistakenly believe him to be.

Due to his dream of becoming the world's greatest swordsman, Zoro aims to one day defeat Mihawk in a duel. Zoro first challenged Mihawk to a duel to the death when the latter was hunting the pirate captain Don Krieg at Baratie and lost, though Mihawk deemed that despite not being a worthy opponent for him at that point, Zoro would be able to grow into a worthy competitor given the time and allowed him to live. Mihawk even trained Zoro during the series' two year time jump due to a combination of reasons: he was humored by the concept of training a man who sought to one day kill him and take his title and he respected Zoro's dedication to his craft and his skill and for putting aside his pride so that he could help Luffy and his friends by continuing to hone his skills as a combatant. After the Warlord system is abolished Mihawk created the Cross Guild with Crocodile which he still operates at the present time in the show.[ch. 1058]

Takeshi Aono provided his voice in the anime until 2010,[30] after which he was replaced by Hirohiko Kakegawa.[31] In the 4Kids English adaptation, he is voiced by Wayne Grayson.[32] In the Funimation English adaptation, his voice is supplied by John Gremillion.[22]

Dracule Mihawk is portrayed by Steven John Ward as an adult and by Theo Le Ray during his younger days in the live-action adaptation of One Piece.

The Donquixote Pirates (ドンキホーテ海賊団, Donkihōte Kaizoku-dan), or Donquixote Family (ドンキホーテファミリー, Donkihōte Famirī), are a powerful pirate crew led by Donquixote Doflamingo.[ch. 762] It is split into three divisions, each led by one of the top three officers: the Trébol Army, Diamante Army and Pica Army.[ch. 732] Bellamy was a member of the crew, and Caesar Clown and Disco are also their subordinates.

Donquixote Doflamingo

Donquixote Doflamingo (ドンキホーテ・ドフラミンゴ, Donkihōte Dofuramingo) is the captain of the Donquixote Pirates, the usurper king of the island Dressrosa, and formerly one of the Seven Warlords of the Sea.[ch. 234, 682, 728] The String-String Fruit (イトイトの実, Ito Ito no Mi) grants him the ability to control others using movements with his fingers resembling a puppeteer's. It also enables him to control sharp thin strings from his fingertips that can cut people, create clones of himself, and attach to the clouds in the sky to allow him to fly.[ch. 231] He is also capable of utilizing all three types of Haki. He is also a former Celestial Dragon after his father, Donquixote Homing, decided to abandon that life to become a normal human. However, they were chased by the people, tortured, and eventually Doflamingo killed his father. He brought the head of his father back to Mariejois in hopes of receiving his Celestial title back again. He was denied and later became a pirate.

He believes that the "Great Pirate Era" is nearing its end and a new age is about to begin.[ch. 303] He is a broker under the alias of "Joker", and owns a large auction house at the Sabaody Archipelago, where humans and other species are sold as slaves.[ch. 504] Eventually after the Straw Hat Crew and Dressrosa's citizens reveal his treacherous deeds, Doflamingo is defeated by Luffy and his title is revoked leading to the arrest of him and his pirate crew.

He is voiced by Hideyuki Tanaka.[33] In the Funimation English adaptation, his voice is supplied by Robert McCollum.[5]

  • Trébol (トレーボル, Torēboru): The leader of the Trébol Army, occupying the Club seat of Donquixote Pirates, with the powers of the Stick-Stick Fruit (ベタベタの実, Beta Beta no Mi) which allows him to generate an adhesive and highly sticky liquid. Trébol is voiced by Taiki Matsuno in the original Japanese version and by Alejandro Saab in the Funimation dub.
  • Diamante (ディアマンテ, Diamante): The leader of the Diamante Army, occupying the Diamond seat of Donquixote Pirates, who has the powers of the Ripple-Ripple Fruit (ヒラヒラの実, Hira Hira no Mi) which allows him to flatten, reform, and fold anything while still retaining its original characteristics. Diamante is voiced by Hideyuki Umezu in the original Japanese version and by Brad Hawkins in the Funimation dub.
  • Pica (ピーカ, Pīka): The leader of the Pica Army, occupying the Spade seat of Donquixote Pirates, and a large, muscular man with a comically high voice with the powers of the Stone-Stone Fruit (イシイシの実, Ishi Ishi no Mi), which allows him to absorb, manipulate, and merge with stone. Pica is voiced by Yūji Mitsuya in the original Japanese version and by Ry McKeand in the Funimation dub.
  • Vergo (ヴェルゴ, Verugo): A tall, light-skinned, lean, yet muscular man who is an elite officer of the Donquixote Pirates, formerly occupying the Heart seat and went by the code name "Corazon" before Rosinante, undercover as a Naval vice admiral heading G-5 in Punk Hazzard. He is a practitioner of Rokushiki and is also proficient in the use of Haki. After being defeated by Law, he dies when the SAD Production Room explodes he was in. Vergo is voiced by Junichi Suwabe in the original Japanese version and by Wes Frazierin the Funimation dub.

Donquixote Pirates' Officers

  • Trébol Army (トレーボル軍, Torēboru-gun) is a division of the Donquixote Pirates led by Trébol specializing in missions that require users with special powers.[ch. 732] Its officers consists of:
    • Sugar (シュガー, Shugā): A girl and a special officer of the Trébol Army with the powers of the Hobby-Hobby Fruit (ホビホビの実, Hobi Hobi no Mi) which allows her to turn people into toys.[17] Sugar is voiced by Rie Kugimiya in the original Japanese version and by Natalie Hoover in the Funimation.
    • Giolla (ジョーラ, Jōra): A woman with the powers of the Art-Art Fruit (アトアトの実, Ato Ato no Mi) which allows her to transform things into modern art. Giolla is voiced by Hiroko Emori in the original Japanese version and by CJ Critt in the Funimation dub.
    • Viola, under the code name Violet (ヴィオラ, Vaioretto), was also part of the Trébol Army.
  • Diamante Army (ディアマンテ軍, Diamante-gun): A division of the Donquixote Pirates led by Diamante specializing in fighting missions.[ch. 732] Its officers consists of:
    • Lao G (ラオ・G, Rao Jī): An old skilled martial artist obsessed with the letter G. Lao G is voiced by Tetsuo Gotō in the original Japanese version and by Jim White in the Funimation dub.
    • Machvise (マッハバイス, Mahhabaisu): A strong man with the powers of the Ton-Ton Fruit (トントンの実, Ton Ton no Mi) which allows him to change his weight at will. Machvise is voiced by Naomi Kusumi in the original Japanese version and by Shawn Gann in the Funimation dub.
    • Senor Pink (セニョール・ピンク, Senyōru Pinku): A "hard boiled" man with the power of the Swim-Swim Fruit (スイスイの実, Sui Sui no Mi) which allows him to swim through the ground or walls. Senor Pink is voiced by Kazuhiro Yamaji in the original Japanese version and by Ethan Gallardo in the Funimation dub.
    • Dellinger (デリンジャー, Derinjā): A boy who is a hybrid of a human and a Siamese fighting fish-type fishman. He primarily fights with kicks. Dellinger is voiced by Kōki Miyata in the original Japanese version and by Brandon McInnes in the Funimation dub.
  • Pica Army (ピーカ軍, Pīka-gun) is a division of the Donquixote Pirates led by Pica specializing in commando missions.[ch. 732] Its officers consists of:
    • Buffalo (バッファロー, Baffarō): An extremely large man with the powers of the Spin-Spin Fruit (グルグルの実, Guru Guru no Mi) which allows him to rotate any part of his body like a propeller. Buffalo is voiced by Yasuhiro Takato in the original Japanese version and by Travis Mullenix in the Funimation dub.
    • Gladius (グラディウス, Guradiusu): A man with the powers of the Pop-Pop Fruit (パムパムの実, Pamu Pamu no Mi) which allows him to make his own body or any inorganic object he touches rupture and explode. Gladius is voiced by Isshin Chiba in the original Japanese version and by Taylor Harris in the Funimation dub.
    • Baby 5 was also part of the Pica Army.
  • Monet (モネ, Mone): A harpy-like woman, officer of the Donquixote Pirates,[ch. 732] and Caesar Clown's lab assistant with the ability to generate, control, or transform into snow thanks to the powers of the Snow-Snow Fruit.[18] Her bird parts were the replacements for her original parts. Monet was killed when Caesar accidentally stabbed her removed heart instead of Smoker's removed heart. Monet is voiced by Naoko Matsui in the original Japanese version and by Janelle Lutz in the Funimation dub.

The Kuja Pirates (九蛇海賊団, Kuja Kaizokudan) are a crew formed by members of the Kuja Tribe, and captained by their empress, Boa Hancock. They are a crew formed by the strongest fighters of the Kuja, including Hancok's two younger sisters who possess the Zoan-type abilities of the Snake-Snake Fruit (ヘビヘビの実, Hebi Hebi no Mi) branch.[ch. 519]

Boa Hancock

Boa Hancock (ボア・ハンコック, Boa Hankokku) is a member of the all-female Kuja Tribe from the island of Amazon Lily.[ch. 515f.] Sold to the Celestial Dragons during childhood, she and her sisters are force-fed devil fruits and branded as slaves.[ch. 521] Eventually freed by Fisher Tiger, the three return to their people. Hancock becomes ruler and is referred to by her subjects as "Snake Princess" (蛇姫, Hebihime).[ch. 516, 521] Leading the Kuja Pirates, she quickly gains infamy as the "Pirate Empress" (海賊女帝, Kaizoku Jotei) and is offered membership in the Seven Warlords of the Sea.[ch. 516, 522] Despite resenting the World Government for her past enslavement, which she keeps a secret even from her kinswomen, Hancock accepts the position to protect her people. But when called upon to participate in the Government's war against the Whitebeard Pirates, she initially refuses and only reconsiders after falling in love with Luffy, who enlists her help to infiltrate Impel Down.[ch. 516f., 520522]

The ability of the Paramecia-type Love-Love Fruit (メロメロの実, Mero Mero no Mi) allows her to turn anyone charmed by her into stone and back again, with the sole exception of Luffy due to his lack of any sexual interest in her.[ch. 516, 521][18]

She is also capable of utilizing all three types of Haki.

After the most recent Reverie, the Seven Warlords were disbanded, making her an enemy of the World Government again.

In the Japanese anime television series, her voice actress is Kotono Mitsuishi.[34] In the Funimation English adaptation, her voice is supplied by Lydia Mackay.

Salome

Salome (サロメ, Sarome) is Boa Hancock's pet snake who supports her in battle, and also acts as her throne that she sits on.

Boa Sandersonia

Boa Sandersonia (ボア・サンダーソニア, Boa Sandāsonia) is the middle sister whose Snake-Snake Fruit: Model Anaconda (ヘビヘビの実 モデル アナコンダ, Hebi Hebi no Mi: Moderu Anakonda) enables her to transform into an anaconda or anaconda-human hybrid.

Boa Sandersonia is voiced by Chiwa Saitō in the original Japanese version and by Lindsay Seidel in the Funimation dub.

Boa Marigold

Boa Marigold (ボア・マリーゴールド, Boa Marīgōrudo) is the youngest sister whose Snake-Snake Fruit: Model King Cobra (ヘビヘビの実 モデル キングコブラ, Hebi Hebi no Mi: Moderu Kingu Kobura) enables her to turn into a king cobra or king cobra-human hybrid.

Boa Marigold is voiced by Kimiko Saitō in the original Japanese version and by Julie Mayfield in the Funimation dub.

Shakky

Shakuyaku (シャクヤク, Shakuyaku), most commonly known by her nickname "Shakky", is the Empress and captain of the Kuja Pirates after Gloriosa. Her extreme popularity in comparison to Gloriosa led to her eventually taking over the post, but nevertheless retires to open a bar on Fullalead.[ch. 1156,1158] Her kidnapping by the World Government led to the God Valley Incident.[ch. 1159] Both the Rocks Pirates and the Roger Pirates arrived where they each wanted to rescue her.[ch. 1160] After the Roger Pirates disband, she marries Silvers Rayleigh and works as a bartender at Sabaody Archipelago. Shakuyaku is voiced by Hiromi Tsuru in the original Japanese version, Masumi Asano in Episode 870 of the original Japanese version, and by Elizabeth Maxwell in the Funimation dub.

Gloriosa

Gloriosa (グロリオーサ, Guroriōsa): More commonly referred to as "Elder Nyon". She was the short Empress of Amazon Lily, the captain of the Kuja Pirates approximately 60 years before current events, and was a member of the Rocks Pirates. She fell in love with Gol D. Roger, only to leave behind her post and subsequently the country after his rejection in favor of Shakuyaku.[ch. 1156] Gloriosa is voiced by Ako Mayama in the original Japanese version and by Nancy Sherrand in the Funimation dub.

Other Kuja members

  • Marguerite (マーガレット, Māgaretto): A warrior who befriends Luffy. Marguerite is voiced by Masumi Asano in the original Japanese version and by Whitney Rodgers in the Funimation dub.
  • Sweetpea (スイトピー, Suitopī): Marguerite's friend. Sweetpea is voiced by Kujira in the original Japanese version and by Doug Goodrich in the Funimation dub.
  • Aphelandra (アフェランドラ, Aferandora): Marguerite's friend. Aphelandra is voiced by Akemi Okamura in the original Japanese version and by Sarah Wiedenheft in the Funimation dub.

Sun Pirates

The Sun Pirates' Jolly Roger

The Sun Pirates (タイヨウの海賊団, Taiyō no Kaizokudan) are a band of pirates consisting of fish-men and mermen that was originally led by Fisher Tiger and later by Jimbei. They attack any pirate ship they see, but no matter who is on it, they never kill directly.[ch. 622] Their Sun insignia was created to cover up the mark of the Celestial Dragon's slave, "Hoof of the Soaring Dragon", since Tiger Fisher bore the mark from being a slave. During his escape from Marijoa and the World Nobles, he freed other slaves, including mermen, fish-men, and Boa Hancock and her two sisters. After he escaped, Fisher Tiger, Arlong, Jimbei, and Macro adopted the Sun insignia as founding members of the Sun Pirates, having grown up together as sworn brothers from the Fish-Man District.[ch. 621] The Sun insignia was designed to completely cover the Hoof branding, so the World Government was unable to claim the slaves due to mass confusion over whether they were Sun Pirates or not.[ch. 620] The members of the Arlong Pirates and Macro Pirates were also members of the crew.[ch. 622]

The Sun Pirates temporarily shelter a human child, Koala, who escaped from Marijoa during Tiger's liberation,[ch. 622] and eventually return her to her parents on Foolshout Island, where a Marine ambush led by Rear Admiral Strawberry results in Tiger's death.[ch. 623] With Arlong imprisoned, Jimbei took over the Sun Pirates until he joined the Seven Warlords of the Sea; as part of Jimbei's conditions for accepting the role, which he believes will bring Queen Otohime's dream closer to reality, Arlong is released, and the Sun Pirates dissolve.[ch. 624]

The known members of the Sun Pirates are:

  • Fisher Tiger (フィッシャー・タイガー, Fisshā Taigā): A sea bream-type fish-man who was the crew's founder. After he died from blood loss following an ambush by the Marines, he was succeeded by Jimbei. Fisher Tiger is voiced by Kōji Ishii in the original Japanese version and by Gabe Kunda in the Funimation dub.
  • Aladine (アラディン, Aradin): A goatsbeard brotula-type merman who is the crew's doctor and first mate during Jimbei's leadership. Aladine is voiced by Takashi Nagasako in the original Japanese version and by Brad Smeaton in the Funimation dub.
  • Charlotte Praline (シャーロット・プラリネ, Shārotto Purarine): Aladine's wife and Big Mom's 21st daughter who is a hybrid of a human and a hammerhead shark-type merman. She is the younger twin sister of Charlotte Prim. Charlotte Praline is voiced by Yuko Tachibana in the original Japanese version and by Sara Ragsdale in the Funimation dub.
  • Wadatsumi (ワダツミ): A giant tiger blowfish-type fish-man who is a former member of the Flying Pirates. Wadatsumi is voiced by Kōki Miyata in the original Japanese version and by Trina Nishimura in the Funimation dub.

Jimbei

Jimbei (ジンベエ, Jinbē), known by the epithet of "First Son of the Sea" Jinbe (侠のジンベエ, Kaikyō no Jinbē; lit. "Knight of the Sea" Jinbe), is a yakuza-esque whale shark-type fish-man.[ch. 528] A master of Fish-Man Karate (魚人空手, Gyojin Karate) and Fish-Man Jujutsu (魚人柔術, Gyojin Jūjutsu), he is capable of manipulating water as if it were a tangible cloth.[ch. 546] Jimbei can communicate with fish, an ability more usually associated with merfolk, allowing him to enlist the help of whale sharks.[ch. 547549] After growing up in a rough part of Fish-Man Island, Jimbei first joins the island's royal army and later the Sun Pirates; he becomes captain following the death of Fisher Tiger.[ch. 624] In exchange for the World Government granting him Warlord-status and amnesty to the Sun Pirates, Jimbei disbands the crew.[ch. 69] He resigns from the position to side against the Government during its war with the Whitebeard Pirates, the protectors of Fish-Man Island, and is subsequently imprisoned in Impel Down.[ch. 557] He is then freed by Luffy during his mission to rescue Ace.

Two years later, Jimbei enlists the help of the Straw Hat Pirates to prevent the New Fish-Man Pirates' coup d'état against Fish-Man Island's royal family. He initially turns down an invitation from Luffy to join his crew, having already aligned with the Big Mom Pirates after the death of Whitebeard.[ch. 649] However, after cutting ties with Big Mom, he joins the Straw Hat Pirates as the crew's helmsman.[ch. 863][ch. 976]

The crew of the island-sized ship Thriller Bark (スリラーバーク, Surirā Bāku), captained by Gecko Moria, consists mostly of zombies, numbering in the hundreds, created from corpses.

Gecko Moria

Gecko Moria (ゲッコー・モリア, Gekkō Moria; a play on kōmori (蝙蝠)) is the captain of the island-sized ship Thriller Bark, leader of Thriller Bark's Mysterious Four, and a former member of the Seven Warlords of the Sea.[ch. 448] The Shadow-Shadow Fruit (カゲカゲの実, Kage Kage no Mi) grants him the ability to control his shadow, allowing it to act completely independent from his body, and to control others' shadows.[ch. 455, 463] After his entire crew that made up the Gecko Pirates is annihilated by Kaido, he creates a completely obedient, immortal army of zombies by implanting stolen shadows into corpses.[ch. 457, 481]

Gecko fought Luffy again at Marineford, where he unleashed some Marine zombies on him.[ch. 558] He was struck down by Jinbe.[ch. 559]

After the Summit War of Marineford, Gecko's Warlord title is revoked.[ch. 581] He escapes into the New World region before Donquixote Doflamingo and the Pacifistas can kill him.[ch. 595]

Two years later, Gecko Moria later attacked the Blackbeard Pirates on Hachinosu while looking for Absalom.[ch. 925] He was defeated and imprisoned by Blackbeard when he wouldn't side with him as Catarina Devon revealed that they killed Absalom.[ch. 1080] He was later freed by Perona.[ch. 1126]

In the Japanese anime television series, Gecko is voiced by Katsuhisa Hōki.[35] In the Funimation dub, he is voiced by Chris Guerrero.[36]

Perona

Perona (ペローナ, Perōna), also known as "Ghost Princess" (ゴーストプリンセス, Gōsuto Purinsesu), is a member of the Thriller Bark Pirates and member of Thriller Bark's Mysterious Four. She is a woman dressed in a Gothic Lolita-style who is capable of create ghosts with various abilities thanks to the power of the Paramecia-type Hollow-Hollow Fruit (ホロホロの実, Horo Horo no Mi).[ch. 443, 461][18]

After Gecko Moria's defeat, Perona takes shelter in Dracule Mihawk's castle, where she begrudgingly helps and cooperates with Roronoa Zoro in his training during the timeskip.[ch. 597] Upon parting ways with Mihawk, Perona later traveled to Hachinosu upon finding out that Gecko is still alive.[ch. 1080]. After freeing Koby, Perona freed Gecko from Blackbeard's clutches as they both fled from Hachinosu.[ch. 1126]

In the original Japanese anime series, Perona is voiced by Kumiko Nishihara. In the Funimation English adaptation, her voice actress is Felecia Angelle.

Hogback

Hogback (ホグバック, Hogubakku) is the medical genius of Moriah and member of Thriller Bark's Mysterious Four who was given unlife in the form of shadows stolen using Moriah's Devil Fruit ability. He was the one who patched up the corpses and did enhancements to Absalom.[ch. 446, 449, 455]

Hogback is voiced by Hiroshi Iwasaki in the original Japanese version and by Marcus D. Stimac in the Funimation dub.

Absalom

"Graveyard" Absalom (アブサロム, Abusaromu) is a patchwork man and member of Thriller Bark's Mysterious Four augmented by Hogback with the snout of a lion, the skin of an elephant, and the muscles of a bear and a gorilla. He can turn himself and anything he touches invisible thanks to the Clear-Clear Fruit.

Absalom later became a freelance writer and was the one who leaked the information that involved an alliance between the Hawkins Pirates, the Kid Pirates, and the On Air Pirates.[ch. 700]

Absalom was later captured by the Blackbeard Pirates, brought to Hachinosu, and killed by Shiryu who stole his Devil Fruit power.[ch. 925]

Absalom is voiced by Hiroaki Miura in the original Japanese version and by Andrew Chandler in the Funimation dub.

Wild Zombies

Wild Zombies (動物ゾンビ, Wairudo Zonbi) are zombies commanded by Perona. Zombies who are numbered 0 to 199 are classified as Wild Zombies.

  • Kumacy (クマシー, Kumash): A teddy bear-like Wild Zombie and servant of Perona who is the commander-in-chief of the Wild Zombies Kumacy is voiced by Hiroshi Iwasaki in the original Japanese version and by Ray Hurd in the Funimation dub.
  • Hildon (ヒルドン, Hirudon): A vampire-like Wild Zombie with a bat-like body who serves as a messenger to Thriller Bark's Mysterious Four. Hildron is voiced by Taiki Matsuno in the original Japanese version and by Jerry Jewell in the Funimation dub.
  • Lola (ローラ, Rora): A large pink common warthog Wild Zombie who relentlessly pursues Absalom as her romantic interest. She once had the shadow of Charlotte Lola. Lola is voiced by Aya Hisakawa in the original Japanese version and by Alex Moore in the Funimation dub.
  • The Hippo Gentleman (カバ紳士, Kaba Shinshi): A Wild Zombie who resembles a large gentleman with a hippopotamus head and is the vice-commander of the Wild Zombies. The Hippo Gentleman is voiced by Eiji Takemoto in the original Japanese version and by JB Holub in the Funimation dub.
  • Cerberus (ケルベロス, Keruberosu): A Wild Zombie who resembles the body parts of two blue dogs and a three-tailed fox stitched together; two of the heads are blue dogs and the other head is a three-tailed fox.
  • The Carriage Drivers (馬車の運転手, Basha no untenshu): Two Wild Zombies who pulled the carriage that carried Nami, Usopp, and Tony Tony Chopper. One Carriage Driver is a skull-headed centaur, the other is a large dog, and the third is a hunchback-like creature in a hooded robe who rides the dog. The skull-headed centaur is voiced by Yoshihiro Kanemitsu in the original Japanese version. The hooded robed hunchback is voiced by Hirofumi Tanaka in the original Japanese version.
  • Unigaro (ユニガロ, Yunigaro): A Wild Zombie who resembles a horse made to look like a unicorn. Unigaro is voiced by Hiroshi Okamoto in the original Japanese version and by Aaron Dismuke in the Funimation dub.
  • The Human-Faced Trees (人間の顔をした木, Ningen no kao o shita ki): Wild Zombies who resemble trees with human faces and limbs placed on them.
    • MocDonald (モクドナルド, Mokudonarudo): A Human-Faced Tree. MocDonald is voiced by Eiji Takemoto in the original Japanese version and by Aaron Roberts in the Funimation dub
  • Lion-Cow (ライオン牛, Raion ushi): A Wild Zombie who resembles a lion with the hindquarters of a cattle.
  • The Manticore (マンティコア, Mantikoa): A Wild Zombie who resembles a lion with a man's face.
  • The Giant Earthworm (巨大ミミズ, Kyodai mimizu) is a Wild Zombie who resembles a gigantic earthworm.
  • The Cheshire Cat (チェシャ猫, Chesha neko): A Wild Zombie who resembles a cat with a wide grin.
  • The Risky Brothers (リスキー兄弟, Risukī Kyōdai): A duo of Wild Zombies who resemble squirrels. They were animated by the shadows of the actual Risky Brothers. The Risky Brothers are voiced by Yūsuke Numata and Tamotsu Nishiwaki in the original Japanese version and by Brandon Jerome Bristowe and Ian Moore in the Funimation dub.
  • The Penguin Zombie Duo (ペンギンゾンビコンビ, Pengin zonbi konbi): A duo of Wild Zombies who resemble penguins. The Penguin Zombie Duo was later made into the Penguin Zombie Trio (ペンギンゾンビトリオ, Pengin zonbi torio) when Inuppe was added to the group. The bowtie penguin is voiced by Yuta Kasuya in the original Japanese version. The top hat penguin is voiced by Takehiro Fujimoto in the original Japanese version.
    • Inuppe (犬ッペ, Inuppe): A Wild Zombie and member of the Penguin Zombie Trio who resembles a penguin with the snout and ears of a bulldog. Inuppe is voiced by Hiroaki Hirata in the original Japanese version and by Eric Vale in the Funimation dub.
  • Zebra Kangaroo (シマウマカンガルー, Shimaumakangarū): A Wild Zombie who resembles a kangaroo with zebra fur and boxing gloves.
  • The Spider Mice (スパイダーマウス, Supaidā Mausu): Wild Zombies working for Taralan who resemble mice with spider legs.

Surprise Zombies

The Surprise Zombies (びっくりゾンビ, Bikkuri Zonbi) resemble items who are scattered throughout Thriller Bark and resemble stitched-up pieces of cloth and skin. Zombies who have been numbered 200 to 399 are Surprise Zombies.

  • Buhichuck (ブヒチャック, Buhichakku): A Surprise Zombie that resembles a pig protruding through a hunting trophy frame. He is the leader of the Surprise Zombies. Buhichuck is voiced by Keiji Hirai in the original Japanese version and by Matt Thurston in the Funimation dub.
  • The Rug Bear (敷きグマ, Shikiguma): A Surprise Zombie who resembles a white bearskin rug. Rug Bear is voiced by Eiji Takemoto in the original Japanese version.
  • The Jack-in-the-Box (びっくり箱, Bikkuri Bako): A Surprise Zombie who resembles a clown in a box. The Jack-in-the-Box is voiced by Eiji Takemoto in the original Japanese version.
  • The Wall Zombie (壁ゾンビ, Kabe Zonbi): A Surprise Zombie that resembles a wall with a human-like face and arms.

Soldier Zombies

The Soldier Zombies (兵士ゾンビ, Sorujā Zonbi) are the basic zombie soldiers who are commanded by Absalom. Zombies that have been numbered 400 to 799 are Soldier Zombies.

  • Victoria Cindry (ビクトリア・シンドリー, Bikutoria Shindorī): A former famous stage actress-turned-Soldier Zombie who has a strong hatred for plates and whom Dr. Hogback was in love with. Victoria Cindry is voiced by Naomi Shindō while alive and Houko Kuwashima as a zombie in the original Japanese version. In the Funimation dub, she is voiced by Jamie Marchi.
  • Gyoro (ギョロ), Nin (ニン), and Bao (バオ): Three oddly-shaped Soldier Zombies that are first seen informing Gecko Moria about the Straw Hat Crew's arrival. Gyoro looks like a one-eyed oval-headed samurai, Nin is a pinkish-red archer, and Bao is a bucket-wearing superhero. Gyoro is voiced by Kimiko Saitō in the original Japanese version and by Trina Nishimura in the Funimation dub. Nin is voiced by Eiji Takemoto in the original Japanese version and by Mariela Ortiz in the Funimation dub. Bao is voiced by Yuuta Kasuya in the original Japanese version and by Ryan Reynolds in the Funimation dub.
  • Tailor Zombie (テーラーゾンビ, Tērāzonbi): A Soldier Zombie that serves as Thriller Bark's residential tailor. The Tailor Zombie is voiced by Keiichi Sonobe in the original Japanese version.
  • Pastor Zombie (ゾンビ牧師, Zonbi bokushi): A Soldier Zombie that serves as Thriller Bark's residential pastor. The Pastor Zombie is voiced by Eiji Takemoto in the original Japanese version.

General Zombies

The General Zombies (将軍ゾンビ, Jeneraru Zonbi) are the specialized zombies made from renowned warriors who are commanded by Absalom. Zombies that have been numbered 800 to 899 are General Zombies.

  • Shimotsuki Ryuma (霜月リューマ, Shimotsuki Ryūma): A samurai from Wano Country's "Country of Gold" era whose body was later stolen from his grave and made into one of Gecko Moria's General Zombies. He once had the shadow of Brook. Shimotsuki Ryuma is voiced by Yoshimasa Hosoya when alive and Chō as a zombie in the original Japanese version. In the Funimation dub, he is voiced by Ian Sinclair.
  • Captain John: The zombie of a pirate captain and former Rocks Pirates member.
  • Ganzui: The zombie of a Rocks Pirates member.
  • Gill Bastar: The zombie of a Rocks Pirates member.
  • Jigoro (ジゴロウ, Jigoro): A General Zombie swordsman. Jigoro is voiced by Kazuya Nakai in the original Japanese version and by Christopher Sabat in the Funimation dub.
  • Taralan (タララン, Tararan): A large monkey/spider General Zombie who is the commander of the Spider Mice. Taralan is voiced by Kazunari Tanaka in the original Japanese version. In the Funimation dub, he is voiced by Todd Upchurch from Episode 346 to Episode 406 and by Jim Foronda in later episodes.

Special Zombies

The Special Zombies (特別ゾンビ, Supesharu Zonbi) are zombies that are stronger than normal zombies. Only one has been made so far.

  • Oars (オーズ, Ōzu): A 219 ft. ancient giant formerly feared by all who was reanimated as a Special Zombie by Moria. Oars is voiced by Mayumi Tanaka in the original Japanese version and by Colleen Clinkenbeard in the Funimation dub.

Bartholomew Kuma

The "Tyrant" (暴君, Bōkun) Bartholomew Kuma (バーソロミュー・くま, Bāsoromyū Kuma; kuma () meaning bear), is one of the Seven Warlords of the Sea; the only one with a reputation for complete obedience to the World Government, when in fact he is an officer of the Revolutionary Army.[ch. 234, 473f., 603] He is formerly a slave with Emporio Ivankov and Ginny, saving others at the God Valley incident before escaping. He later became the King of the Sorbet Kingdom, raising Jewelry Bonney, Ginny's daughter, from childhood.[ch. 1098] The power of the Paramecia-type Paw-Paw Fruit (ニキュニキュの実, Nikyu Nikyu no Mi) allows his palms to repel anything, from physical objects such as people or air to abstracts such as pain and fatigue.[ch. 484f.][17] He can use this ability to safely transport himself or others over long distances.[ch. 514] Kuma is the model for the Pacifista (パシフィスタ, Pashifisuta), a class of experimental cyborgs created by Dr. Vegapunk for the Government. Their bodies are made of a substance harder than steel, and they can shoot powerful blasts from their mouths that can melt metal.[ch. 485] The other Pacifista look just like Kuma, sharing his towering, bear-like stature, but lack the Paw-Paw Fruit's ability. Instead, they are able to shoot laser beams from their palms.[ch. 508f.] At some point during his gradual conversion into the human weapon "PX-0", Kuma's personality is erased, leaving him a programmable fighting machine under the Government's control until becoming a slave-to-rent for the World Nobles as punishment for aiding Luffy.[ch. 559f.] However, parts of his personality gradually returned as he unexpectedly ran across the Grand Line to Egghead to save Bonney, enough to recognize her and attack Jaygarcia Saturn; he became a companion of the Straw Hat Crew on their escape, arriving on Elbaph with them.

In the original Japanese series, Bartholomew Kuma is voiced by Hideyuki Hori.[6] Joel McDonald voices Kuma in the Funimation English adaptation.[37]

The Heart Pirates (ハートの海賊団, Hāto no Kaizokudan), consisting of twenty-one members, is the pirate crew led by Trafalgar Law.


Trafalgar Law

The "Surgeon of Death" (死の外科医, Shi no Gekai), Trafalgar D. Water Law (トラファルガー・D・ワーテル・ロー, Torafarugā Dī Wāteru Rō), originates from the North Blue.[ch. 498, 508, 578, 763] Having eaten the Paramecia-type Op-Op Fruit (オペオペの実, Ope Ope no Mi), Law can, after generating a blue spherical area around himself, cut and teleport objects as well as perform body swaps within said blue area.[ch. 661][17] He is the captain of the Heart Pirates. Originally from the White Town, Flevance, he escaped with White Lead Disease and became a member of the Donquixote Pirates. There he met Donquixote Rosinante, the brother of Doflamingo, and together they went on an adventure to find a cure for Law. Ultimately they found the Devil Fruit, but before they escaped, Rosinante was killed by Doflamingo, leaving Law to seek out revenge. Law makes a name for himself and following the Paramount War, Law joins the Seven Warlords of the Sea.[ch. 659, 673] Though he enters into an alliance with Luffy and the Straw Hats to take down Kaido, one of the Four Emperors, Law is actually hunting down Donquixote Doflamingo.[38] Law's whereabouts are unknown after a devastating defeat against the Blackbeard Pirates, though he survived due to Bepo's interference.

Trafalgar Law is voiced by Hiroshi Kamiya in the original Japanese version[39] and by Matthew Mercer in the Funimation dub.

Bepo

Bepo (ベポ, Bepo) is a polar bear-type mink and crew navigator. Bepo is voiced by Yasuhiro Takato in the original Japanese version and by Cris George in the Funimation dub.

Other Heart Pirates members

  • Shachi (シャチ, Shachi): An average-size lean man who wears an orca-shaped hat. Shachi is voiced by Takahiro Fujimoto in the original Japanese version and by Ben Bryant in the Funimation dub.
  • Penguin (ペンギン, Pengin): An average-size lean man who wears a hat with his name on it. Penguin is voiced by Keiji Hirai in the original Japanese version and by Seth Magill in the Funimation dub.
  • Jean Bart (ジャンバール, Janbāru): A large man who was a former slave of Saint Rosward. Jean Bart is voiced by Yasunori Masutani in the original Japanese version and by John McCalmont in the Funimation dub.

Buggy's Band of Pirates

Seraphim

The Seraphim (セラフィム, Serafimu) are Pacifistas created by Dr. Vegapunk for the Navy. Each of them is a cyborg clone of a known member of the Seven Warlords of the Sea who resemble their child appearances, are spliced with King's Lunarian Lineage Factor that grants them Lunarian abilities, and have the Green Blood which enables them to copy the powers of a Devil Fruit. When CP0 infiltrated Egghead, they took control of the Seraphim to target their creator and his satellites. York later took over the Seraphim after capturing Vegapunk and the CP0 agents.

There are also three unnamed Seraphim who are clones of Sir Crocodile, Gecko Moria, and Donquixote Doflamingo.

S-Snake

S-Snake (S-スネーク, Esu-Sunēku) is Seraphim clone of Boa Hancock whose Green Blood enables her to copy the abilities of the Love-Love Fruit that Boa Hancock wields. S-Snake is voiced by Kotono Mitsuishi in the original Japanese version and by Lindsay Sheppard in the Crunchyroll dub.

S-Hawk

S-Hawk (S-ホーク, Esu-Hōku) is a Seraphim clone of Dracule Mihawk whose Green Blood enables him to copy the abilities of the Dice-Dice Fruit that Mr. 1 wields. S-Hawk is voiced by Ryōhei Arai in the original Japanese version and by Eduardo Vildasol in the Crunchyroll dub.

S-Bear

S-Bear (S-ベア, Esu-Bea) is a Seraphim clone of Bartholomew Kuma whose Green Blood enables him to copy the abilities of the Paw-Paw Fruit that Bartholomew Kuma wields. S-Bear is voiced by Nobuhiko Okamoto in the original Japanese version and by Corey Wilder in the Crunchyroll dub.

S-Shark

S-Shark (S-シャーク, Esu-Shāku) is a Seraphim clone of Jimbei whose Green Blood enables him to copy the abilities of the Swim-Swim Fruit that Senor Pink wields. S-Shark is voiced by Chika Sakamoto in the original Japanese version and by Lexi Nieto in the Crunchyroll dub.
