Sirojiddin Muhriddin (Tajik: Сироҷиддин Муҳриддин; born Sirojiddin Muhriddinovich Aslov (Russian: Сироджиддин Мухриддинович Аслов); 17 February 1964) is a Tajik diplomat and politician who has served as the Minister of Foreign Affairs of Tajikistan since 29 November 2013. He previously served as the Permanent Representative of Tajikistan to the United Nations from 2005 to 2013.

Early life and education

Muhriddin was born on 17 February 1964 in Kangurt Village, Sovetskiy District (now Temurmalik District) of the Khatlon Region in the Tajik Soviet Socialist Republic, Soviet Union.[1] In 1986, he graduated from the Odesa Hydrometeorological Institute in Ukraine with a degree in agro-meteorology, qualifying as an engineer.[1] He later pursued further studies, graduating in 2002 from the Tashkent State University of Economics in Uzbekistan with a degree in International Economic Relations.[2]

Career

Early career and environmental work (1986–2004)

Muhriddin's professional career began in the field of environmental protection and hydrometeorology. From 1986 to 1992, he worked as an engineer, engineering manager, and agro-meteorologist at the Hydro-Meteorology Center of the Main Directorate of Hydro-Meteorology within the Ministry of Environmental Protection of Tajikistan in Dushanbe. He then served as Deputy Head and later Head of Department at the same ministry from 1992 to 1995, followed by a role as Deputy Head of the Main Directorate of Hydro-Meteorology from 1995 to 1996.[1] Between 1996 and 1997, he was the Authorized Representative of Tajikistan to the Executive Committee of the Interstate Council on the Aral Sea Basin in Tashkent. He continued in this capacity for the Executive Committee of the International Fund for Saving the Aral Sea from 1997 to 2002. He later became the Chairman of the Executive Committee for Saving the Aral Sea, serving in Dushanbe from 2002 to 2005.[1][3]

Entry into diplomacy and UN mission (2004–2013)

Muhriddin transitioned to the diplomatic service in 2004, serving as First Deputy Minister of Foreign Affairs of Tajikistan from 2004 to 2005. Concurrently, he was Tajikistan's National Coordinator for Shanghai Cooperation Organisation (SCO) Affairs.[2] In September 2005, he was appointed as the Permanent Representative of Tajikistan to the United Nations in New York. He presented his credentials to the UN Secretary-General in December 2005.[4] In 2011, he was also accredited as the Non-Resident Ambassador of Tajikistan to Cuba, a position he held until 2013.[2]

Minister of Foreign Affairs (2013–present)

On 29 November 2013, Muhriddin was appointed Minister of Foreign Affairs of the Republic of Tajikistan, succeeding Hamrokhon Zarifi.[5] As Foreign Minister, he has represented Tajikistan in numerous bilateral and multilateral engagements.

In September 2016, Muhriddin held talks with Austrian Foreign Minister Sebastian Kurz on the sidelines of the UN General Assembly in New York. He continued engagement with Austrian counterparts in November 2021, when he met with Foreign Minister Michael Linhart during his official visit to Central Asia.

Reflecting Tajikistan's active role on water security, Muhriddin participated in the UNGA77 High-Level Roundtable on the UN 2023 Water Conference in September 2022, where Tajikistan served as co-chair alongside the Netherlands.

Muhriddin has also strengthened ties with the European Union. In October 2023, he met with EU Commissioner for International Partnerships Jutta Urpilainen to discuss Tajikistan's potential accession to the EU's GSP+ system and cooperation under the Global Gateway initiative.

In December 2023, he signed a Memorandum of Understanding with the World Food Programme in New York.[6] In February 2025, he addressed the UN Global Counter-Terrorism Coordination Compact meeting.[7] In March 2026, he delivered a statement at the UN on the International Decade for Action on Water.[8]

On 28 April 2025, Muhriddin received OSCE Parliamentary Assembly President Pia Kauma in Dushanbe to discuss cooperation across the three dimensions of OSCE comprehensive security.

Personal life

Muhriddin is married and has five children. He is fluent in Tajik, English, Uzbek, and Russian.[2] In May 2018, he officially changed his surname from the Russified "Aslov" to "Muhriddin," adopting his father's name to reflect a more traditional Tajik form.[9]
