If Slovakia then defeats Finland in OT then they are also at 12 and Finland would be at 15. Slovakia and Latvia can't both get 11 points or more, since Slovakia-Latvia is still unplayed. Similarly Latvia and Austria.

That leaves Slovakia and Austria.

If Austria gets 11 points, Finland will still rank better (2-1).

So there must be a third country.
