The Capital and strategy

The War Department, and particularly Lincoln, consistently required its field commanders to defend the Capital at all times. These commanders had to take this into consideration in their planning, and not doing so (in the eyes of their civilian leadership) always had consequences. Among some of the best examples of the government's sensitivity to the protection of Washington and its effects are visible during the Peninsula Campaign of 1862 and the Gettysburg Campaign of 1863.
