cost-benefit or cost-effectiveness analysis assesses the efficiency of a program. In a Cost-Benefit Analysis, the estimated benefits and cost of the program (in a monetary unit) are compared. An efficient program will have a lower cost-benefit ratio. In a cost-effectiveness analysis, costs are given in monetary units but benefits are quantified but not monetized.
