The typical way for an author to meet the criteria for a Wikipedia article is to show that they have published multiple works that have each received multiple professional reviews (or other non-trivial secondary coverage). I wasn't able to find reviews of O'Donovan's collections, but if any exist they would be helpful to add. Given that the Patrick Kavanagh Poetry Award is an award for newly published writers, I think it's unlikely to be enough on its own to show automatic eligibility for a Wikipedia article. You could also show that she meets the inclusion criteria by showing that there are multiple independent, reliable sources that discuss her and her work in detail (excluding interviews and other non-independent sources).
