Dear Lambertch, could you please provide a page-specific reference in the Bertsekas textbook for the claim that HJB is necessary and sufficient for optimality? There was discussion in Talk:Hamilton-Jacobi-Bellman equation about whether or not HJB is only necessary or also sufficient. My hunch is that whether it is sufficient depends on whether the problem is assumed to have a finite end time. Since you didn't cite a specific page of Bertsekas, it's hard to verify whether the sufficiency claim is correct, and if so, precisely why.
