At this stage it's not proven that the subject meets the notability critera. We have one primary source, one database, one interview and the article in the Iowa Capital Dispatch. The latter source is pretty good here, but we need more than one top dollar source. See WP:BASIC. It may be a case of WP:TOOSOON since further sources would seem inevitable. However not that campaigning in a local election isn't usually regarded as notable.

The comment the reviewer left was:
"Just being an ... unelected candidate for political office does not guarantee notability" (per WP:NPOL). Draft does not include multiple references giving significant coverage (in-depth - more than passing mentions) about Steen in reliable independent secondary sources (required by WP:GNG) - it is reliant on a routine local news story, a sports stats page, a copy of a letter (a bit strange?!), a state PBS interview (may not be reliable per WP:INT) and Steen's own website (primary source).
