The only references to "stable count distribution" I can find outside Wikipedia are a series of SSRN preprints by the independent researcher Stephen H.T. Lihn (not peer reviewed, and as far I can tell - e.g. by Google Scholar searches - never subsequently published or cited except as self-citations in other preprints). Note that the username of the main editor on this page suggests this is the same author. Now even if some of these preprints had been accepted for publication, there would still be the question of notability, especially if all mentions of this distribution in the literature were in a few papers by the same researcher that were not cited by anybody else. But the problem in this case seems to be WP:NOR - the article is being used to hold original research that's also scattered around the preprint series. Note that some statements in the article do have citations to published sources, but these do not look like they say anything substantive about the main topic of the article. Also, it's not just that the topic was published in a legitimate journal but somehow never gained traction: as far as I can tell, the article didn't even get published — so it's not only "non-notable", it is also bordering original research.
