Steven1991 registered their account in February 2018. The user made their first edit to the article Regressive left in February 2019 and then immediately misused the Hong Kong IP addresses 182.239.85.104 (talk · contribs · IP contribs · WHOIS) and 182.239.87.201 (talk · contribs · IP contribs · WHOIS) to continue edit warring on the article while logged out, for which Steven1991 was blocked for 48 hours. The account maintained a low level of activity until August 2024, when they started editing articles related to antisemitism, with their largest number of edits to the Antisemitic trope, List of antisemitic incidents in the United States, Racism in Poland, Antisemitism in Europe, and StopAntisemitism articles.

In response to incidents noticeboard reports on 19 September 2024 and 29 September 2024, Steven1991 was blocked twice for disruptive editing, edit warring, making deceptive edit summaries, and battleground conduct. During Steven1991's second block, they were suspected to have used another account and a US-based IP address for block evasion, and their block was made indefinite. Steven1991 requested an unblock and stated that they were using 80.40.90.175 (talk · contribs · IP contribs · WHOIS), which geolocates to Edinburgh, Scotland. A checkuser noted that Steven1991 had "been consistently editing from one country (not the USA) for the duration" of the block, and Steven1991's indefinite block was restored to its original length. Steven1991 was warned for violating the extended confirmed restriction (ECR) in the Arab–Israeli conflict contentious topic (WP:CT/A-I) with their edits to the Rector of the University of St Andrews article on 21 September 2024; they promptly deleted the warning.

After Steven1991 filed two noticeboard reports on 18 October 2024 and 19 October 2024, the reports backfired and Steven1991 was indefinitely blocked for personal attacks, harassment (including following another editor), battleground conduct, and disruptive editing. While Steven1991's fourth unblock request for this block was being reviewed in December 2024, Steven1991 sent multiple emails to another editor who asked Steven1991 to stop, which led to Steven1991's email access being revoked. Steven1991 filed their fifth unblock request for their current block in April 2025, which was declined when the Arbitration Committee assumed the block after it "received evidence concerning offwiki conduct by Steven1991".

Steven1991's conduct was reported on the Simple English Wikipedia, which resulted in Steven1991 being indefinitely blocked on that project on 6 July 2025. Steven1991 continued editing with the UK IP addresses 90.247.146.16 (talk · contribs · IP contribs · WHOIS), 109.144.222.238 (talk · contribs · IP contribs · WHOIS), and 109.144.209.88 (talk · contribs · IP contribs · WHOIS), all of which were blocked for block evasion on the Simple English Wikipedia ( , respectively). Steven1991's account was globally locked on 22 July 2025 for "Cross-wiki abuse".

The account SophiaJustice59 (talk · contribs) was created by Steven1991 on 7 July 2025. On Meta-Wiki, SophiaJustice59 opened a request for comment to close the Simple English Wikipedia on 20 October 2025, which was rejected as procedurally invalid. On 21 October 2025, Steven1991 created a series of temporary accounts (TAs) to file a Universal Code of Conduct Coordinating Committee (U4C) case on Meta-Wiki against an editor that Steven1991 had previously been in disputes with; the case was declined. Steven1991's TAs nominated the same editor's page that indexed Steven1991's sockpuppets for deletion on the Simple English Wikipedia on 26 November 2025. On 27 November 2025, Steven1991's TAs filed a second U4C case against a Simple English Wikipedia administrator who had blocked Steven1991's previous TAs; the case was immediately closed as "nonsense". On the same day, Steven1991's TAs complained on the talk pages of Steven1991's first and second U4C cases.

On the English Wikipedia, Steven1991 misused TAs to report various editors to administrators and noticeboards, and to continue editing in the same areas that Steven1991 did prior to being blocked. For example, Steven1991 created two TAs to complain to an administrator about the editor that Steven1991 filed a U4C case against, while pretending not to have filed that U4C case. In December 2025, Steven1991's network of TAs was indefinitely blocked for repeated ECR violations in WP:CT/A-I, after Steven1991 repeatedly misused TAs to report other editors for ECR violations, topic ban violations, and other matters in the topic area, violating ECR themself by doing so.

SophiaJustice59 made a large number of small edits to access WP:CT/A-I and filed an arbitration enforcement request in January 2026. The request was closed when SophiaJustice59 was blocked as a checkuser-confirmed sockpuppet of Steven1991. During this period, Steven1991 continued engaging in block evasion and ban evasion with new TAs, expanding their topics of interest to encompass the Iranian politics contentious topic (WP:CT/IRP) and articles covered by the geographic style dispute in Wikipedia talk:Manual of Style/Baltic states-related articles.
