CheckUser requested and endorsed by clerk – Given the spam blacklist hit and the similarities to the Wikitia page about the same subject, it seems almost certain that this is UPE. I wouldn't be surprised if this is another UPE farm picking up the same job, but I think it's probably worth a check regardless.
