1999 Scottish local government election

Elections to Moray Council were held on 6 May 1999, on the same day as the other Scottish local government elections. This was the second election to the unitary council following the implementation of the Local Government etc. (Scotland) Act 1994.

The election used the 26 wards created by the Third Statutory Reviews of Electoral Arrangements in 1998. Each ward elected one councillor using first-past-the-post voting.[1]
The Scottish National Party (SNP) lost 11 of their 13 seats, including losses for SNP group leader councillor Gordon Crawford and convener of the Moray Council councillor Gordon McDonald.[2] As a result, 14 independent and the 6 Labour councillors agreed to form a coalition, with independent councillor Edward Aldridge elected as the convener of the Moray Council.[3]
Background
The 1995 election to the Moray Council saw the SNP take 13 seats, and therefore the SNP were able to form a majority administration as the council only had 18 seats at that time.
