He served as the Speaker of People's Majlis from 1959 to 1972.^[1] In 1972, he was appointed as Prime Minister of the Republic of Maldives.^[2]

During the administration of Maumoon Abdul Gayoom, Zaki held different cabinet positions, such as Attorney General from November 1983 to February 1990.^[3] He was elected again to the position of the Speaker of People's Majlis from 1990 to 1993.^[1]
