Aibek Arqabaiūly Dädebai[a] (Kazakh: Айбек Арқабайұлы Дәдебай; né Dadebayev, Kazakh: Дәдебаев; born 1 April 1980) is a Kazakh politician and diplomat who has served as a member and the chairman of the Kurultai since 2026. He also serves as Chairman of the Ädilet party. He previously worked as Aqorda Chief of Staff under Kassym-Jomart Tokayev's Administration from 2024 to 2026.

Early life and education

Aibek Dadebai was born in Alma-Ata, Soviet Kazakhstan (now Almaty, Kazakhstan) on 1 April 1980. His grandfather, Dadebai Baikonusov [ru] (1883 or 1888 – 1958), was a livestock breeder. In 1948, for raising 50 foals from 50 mares, he was awarded the title Hero of Socialist Labour, together with the Order of Lenin and the Gold "Hammer and Sickle" medal.[1] Aibek's father, Arkabai Dadebaev,[b] is an Arabist philologist and co‑author of an Arabic–Kazakh dictionary[2] and nephew, Jankara Dadebaev [ru] (born 1948), is a Doctor of Philological Sciences, professor, and academician.[3]

In 2001, he graduated from the Kazakh Ablai Khan University of International Relations and World Languages with a degree in international documentation. In 2003, he completed a master's program at the same university with a degree in regional studies. Dädebay has diplomatic rank of 2nd class Advisor.[4]

Career

Aibek Dadebai began his career in 2001 as a lecturer in the Department of International Tourism Management at the Ablai Khan University of International Relations and World Languages.  

From 2008 to 2011, Dadebai served as an expert in the Department of Interparliamentary Relations and International Cooperation of the Senate Apparatus of Kazakhstan, and as acting assistant to the Chairman of the Senate.

From 2011 to 2013, he was an attaché and third secretary at the Permanent Mission of Kazakhstan to the United Nations in Geneva.  

From 2013 to 2019, he worked as deputy head and then head of the Secretariat of the Chairman of the Senate.

From 2019 to 2021, Dadebai held the position of Deputy Head of the Chancellery of the President in Presidential Administration.

On 28 May 2021, by order of the President, Dadebai was appointed Deputy Head of the Presidential Administration of Kazakhstan.[5]

On 11 January 2022, after Kazakh unrest, by Presidential Decree No. 762 Aibek Dadebai was appointed Head of the Presidential Administration of Kazakhstan.[6]

On 6 February 2024, after Oljas Bektenov became prime minister, by order of the President Tokayev, Dadebai was appointed Aqorda Chief of Staff.[7] On 5 May, 2026, by Tokayev’s decree he was relieved of his post.[8]

On 7 May 2026, at the founding congress of the new[9] Ädilet, Dadebai was elected as its chairman.[10]

After the 2026 Kazakh legislative election, Dädebai was elected to the newly-created unicameral Kurultai of Kazakhstan. On its first working meeting on 28 August, he was elected Chairman of the Kurultai.
