Prieto was born in Santiago in 1944, the son of Alfredo Prieto Urioste —a figure linked to the former Liberal Party— and Elvira Bafalluy Vásquez.[2]
He studied law at the Pontifical Catholic University of Chile and qualified as a lawyer in 1969.[3]
He is related to academic and politician Ernesto Silva Bafalluy and to former deputy Ernesto Silva Méndez.[4]
