Andy Zay

Zay was born and raised in Huntington, Indiana. He earned a Bachelor of Science degree in human resources management and personnel administration from Indiana University Bloomington.^[2]

In 1989, Zay founded Zay Leasing & Rentals. He was elected to the Indiana Senate in November 2016 and assumed office on December 20, 2016. In the 2021–2022 legislative session, Zay has served as chair of the Senate Insurance and Financial Institutions Committee. He was previously the ranking member of the committee.^[3] In 2018, Zay was criticized when Facebook messages were uncovered in which Zay wrote "racism is not real."^[4][5][6]

On January 19, 2023, Zay announced that he is considering running for the United States House of Representatives in 2024.^[7]

On March 2, 2023, Zay announced that he is running for Indiana's 3rd Congressional District in 2024.^[8][9]

In May 2024, Zay ran in the Republican primary for Indiana's 3rd congressional district but was defeated. Former U.S. Representative Marlin Stutzman won the nomination by a narrow margin, leading Zay and other candidates.^[10]

In December 2025, Governor Mike Braun appointed Zay to chair the Indiana Utility Regulatory Commission.^[1] In January 2026, Zay resigned his seat early, since the Indiana Constitution bars government employees from concurrently holding more than one “lucrative,” or paid, office.^[1]
