Astan Quds Razavi (Persian: آستان قدس رضوی, romanized: Āstān-e Qods-e Razavi) is a bonyad based at Mashhad, Iran. It is the administrative organization which manages the Imam Reza shrine and various institutions belonging to the organization. It is one of the largest religious foundations in the world.[1] The administrative apparatus of Astan Quds Razavi is considered the longest-lasting organization since the martyrdom of Imam Reza about 1,200 years ago.[2] The main resource of the institution is endowments.[3]

The Astan Quds Razavi is a major player in the economy of Mashhad and owns hundreds of companies and institutions around the country. The organization, by order of Ruhollah Khomeini, was tax exempt for 35 years until 2019.[4] Today, Astan Quds Razavi holds vast assets, including land, businesses, and industries.[5] Although its exact assets are not publicly disclosed, economists and researchers generally regard Astan Quds Razavi as one of the wealthiest and most influential religious foundations in the world.
History
The history of Astan Quds Razavi dates back to the burial of Imam Reza in 818 CE, when a small community of custodians and caretakers began maintaining his tomb and the early endowments dedicated to it.[6] Over the following centuries, as the shrine attracted increasing numbers of pilgrims, donations of land, farms, books, and valuables gradually evolved into a formal administrative institution responsible for managing the shrine and its charitable properties. Until the Safavid era, its organization remained relatively modest, but after the Safavids established Twelver Shi'ism as the state religion of Iran in the early 16th century, Astan Quds Razavi expanded into a sophisticated administration with appointed custodians, financial officers, inspectors, librarians, and servants. Tahmasp I formally regularized its administration, while Abbas the Great greatly increased its endowments and strengthened its institutional structure.[7]
During the Afsharid and Qajar eras, the organization continued to grow as successive rulers restored and embellished the shrine while expanding its charitable estates.[8][9] By administering vast religious endowments (waqf), it financed not only the shrine itself but also libraries, schools, hospitals, guesthouses, kitchens, and public welfare institutions throughout Khorasan. Thousands of administrative records from the Safavid era survive today and are recognized by UNESCO's Memory of the World Programme for documenting one of the best-preserved religious administrations of the early modern Islamic world.
Following the 1979 Iranian Revolution, Astan Quds Razavi underwent its most dramatic expansion. It evolved from a shrine administration into one of the world's largest religious foundations (bonyads), overseeing the Imam Reza Shrine alongside universities, museums, libraries, publishing houses, hospitals, agricultural enterprises, factories, real estate, and numerous commercial companies. Today it remains one of the largest charitable and religious organizations in the world, administering the shrine and an extensive network of endowments that have accumulated over more than twelve centuries.
Current situation
Since the Iranian Revolution, the bonyad has grown into a conglomerate employing 19,000 people and running auto plants, agriculture, industry, mining, construction, pharmaceuticals, healthcare, education, publishing, museums, libraries, real estate and many other enterprises. The shrine's land has grown fourfold since the revolution. The foundation owns most of the real estate in Mashhad and rents out shop space to bazaars and hoteliers.
According to British journalist Christopher de Bellaigue, "when asked to identify the most important man in the city, Mashhadis do not name the mayor but rather the head of Astan Quds Razavi."[10] Ayatollah Abbas Vaez-Tabasi had been the head of the conglomerate since the revolution in 1979 until his death in 2016. Ebrahim Raisi succeeded him in March 2016 and held office until April 2019.[11] The current head of the organization, Ahmad Marvi, was appointed in 2019 by former Supreme Leader Ali Khamenei, and continues to serve in the position.[12]
