Defence, Security and Resilience Bank

The DSR Bank was first proposed by the DSRB Development Group in 2025, which is led by Rob Murray. The group will dissolve after the bank's founding.^[3] It has the backing of several financial institutions, including the Royal Bank of Canada, Landesbank Baden-Württemberg, JPMorgan Chase, ING Group, Commerzbank, and Deutsche Bank. Its main focus is supporting European and North American nations.^[4] Before its official founding, the bank is looking for a headquarters, with over 40 countries under consideration, according to the group.^[5][6] In particular, many cities in Canada have made their interest in hosting the bank public. In January 2026, defence and security firms based in Ottawa, Ontario, stated their support for the city's bid.^[7] However, Ontario premier Doug Ford stated that his provincial government would support Toronto, Ontario, as Canada's bid city, citing its status as a global financial centre and its pre-existing infrastructure.^{[8][9][10][11][12]} The final decision on can only occur if Canada is first selected as the host country, with the host city choice resting with prime minister Mark Carney. His 2026 speech at the World Economic Forum reportedly boosted the country's bid.^[13] In January 2026, Canada's finance minister François-Philippe Champagne officially declared the country's support for the bid, with Montreal and British Columbia also bidding for the bank's headquarters.^[14] As of January 2026, no formal timeline has been announced for the selection of the host country or headquarters location.^[15][16]

The bank has also received support in the United Kingdom, with MPs Alex Baker and Luke Charters publicly supporting its creation.^{[17][18][19][20][21][22]}
