Government of Tajikistan exercises executive power in the Republic of Tajikistan. The country is a presidential republic where the president is both the head of state and the head of government. The government is composed of the president, the prime minister, and the Cabinet of Ministers (Ministry Council). Tajikistan gained independence from the Soviet Union on 9 September 1991.[1]

Political system
Tajikistan is a presidential republic with a dominant-party system. The Constitution of Tajikistan was adopted on 6 November 1994 and has been amended several times, most recently in 2016 and 2026.[2] The political system is characterised by a strong executive branch and a limited role for the legislature and judiciary. Since the end of the civil war (1992–1997), the country has been dominated by President Emomali Rahmon, who has been in power since 1992.
Responsibilities and powers

Under the Constitution of Tajikistan (adopted in 1994 and subsequently amended in 1999, 2003, 2016), state power is based on the principle of separation into legislative, executive, and judicial branches. The executive branch is exercised by the President and the Government (Council of Ministers). The President is the head of state and Chairman of the Government.[3]
President
The President is the guarantor of the Constitution and laws, the rights and freedoms of citizens, and is responsible for the unity and territorial integrity of the country. The President is directly elected by popular vote for a seven-year term, renewable once. However, a 2016 constitutional amendment granted President Rahmon the title "Peshvoi Millat" (Leader of the Nation), which allows him to run for re-election indefinitely.[4]
The President's powers, as defined by Article 69 of the Constitution, include:[3]
- Determining the principal directions of domestic and foreign policy
- Representing Tajikistan domestically and in international relations
- Establishing and abolishing ministries and state committees
- Appointing and dismissing the Prime Minister and other Government members, with subsequent confirmation by a joint session of the Majlisi Milli and Majlisi Namoyandagon
- Appointing and dismissing chairmen of the Gorno-Badakhshan Autonomous Region, regions, the city of Dushanbe, towns and districts
- Cancelling or suspending acts of executive authorities that conflict with the Constitution
- Appointing and dismissing the Chairman of the National Bank and his deputies
- Nominating the Chairman, Deputy Chairmen, and judges of the Constitutional Court, Supreme Court, and Supreme Economic Court for election by the Majlisi Milli
- Appointing and dismissing, with the approval of the Majlisi Milli, the Prosecutor General and his deputies
- Establishing the Executive Office of the President and the Security Council
- Calling referendums and elections
- Signing laws
- Serving as Supreme Commander-in-Chief of the Armed Forces
- Appointing and dismissing heads of diplomatic missions and representatives to international organisations
The President possesses immunity from prosecution; this immunity may be lifted only in cases of high treason, based on an opinion of the Constitutional Court and with a two-thirds majority vote of both houses of Parliament.[3]
Prime Minister
The Prime Minister is the head of the Government (Council of Ministers) and is appointed by the President, with confirmation by Parliament.[5] After the President, the Prime Minister is the second most powerful figure in the country. The Prime Minister coordinates the work of the Cabinet and advises and assists the President in the execution of government functions.[6]
The Prime Minister and other Government members are appointed for a term that coincides with the term of the President.[3]
Government (Cabinet of Ministers)
The Government of the Republic of Tajikistan (formally known as the Cabinet of Ministers) is the highest executive body of state power. It consists of the Prime Minister, the First Deputy Prime Minister, Deputy Prime Ministers, Ministers, and Chairpersons of State Committees.[6]
The Government's responsibilities, as defined by the Constitution and the Constitutional Law on the Government, include:[3]
- Ensuring the successful leadership of economic, social, and cultural spheres
- Implementing laws and joint resolutions of the Majlisi Milli and Majlisi Namoyandagon
- Implementing decrees and instructions of the President
- Issuing resolutions and orders that are binding throughout the territory of Tajikistan
- Participating in the execution of domestic and foreign policy
- Exercising effective direction in the socio-economic and cultural spheres
- Supervising executive bodies
- Elaborating sectoral programmes and ensuring their implementation
- Holding the right of legislative initiative
- Exercising leadership, control, and coordination of the activities of local executive bodies
- Ensuring interaction between ministries, state committees, and other agencies
Local executive authorities
Executive power at the local level is exercised by the President's representatives in regions, cities, and districts, and by local self-government bodies (jamoats) in towns and villages.[3] Regional administrations are responsible for the economic and social development of their territories. District (raion) administrations have direct, day-to-day contact with the jamoats in their jurisdiction, particularly regarding the provision of public services.[4]
