Ajay Kumar Rai (born 28 April 1971) is a Nepali trade union leader and the General Secretary of the Nepal Trade Union Congress (NTUC). He also serves as an Executive Board Member of the International Transport Workers’ Federation (ITF). He is the Chief Advisor and Head of the Foreign Department of the Nepal Transport Workers Union (NETWON).

Rai has been active in Nepal’s labour movement for more than three decades, focusing on transport and informal sector workers.[1]
Early life and education
Ajay Kumar Rai was born in Ilam, Nepal, on 28 April 1971. He later moved to Biratnagar, where he completed his schooling and college education.[2]
After the restoration of multiparty democracy in 1990, Rai worked as a ticket booking clerk at the Biratnagar Bus Depot. During this period, he became involved in organizing transport workers.
Trade union career
Nepal Transport Workers Union
Rai began his career with the Nepal Transport Workers Union (NETWON) in the early 1990s as an executive member of the Morang district committee.
At the first national convention of NETWON in Dharan in 1994, he was elected as a national committee member. He later held several leadership positions:
- 1994 – National Committee Member (Dharan Convention)
- 1998 – General Secretary (Narayanghat Convention)
- 2003 – President (Jhapa Convention)
- 2009 – Re-elected President
- 2013 – Re-elected President
- 2018 – Chief Advisor and Head of Foreign Department (Pokhara Convention)
He served as President of NETWON for approximately 15 years.[3]
Nepal Trade Union Congress
Rai is a leader of the Nepal Trade Union Congress (NTUC), a national federation representing workers from multiple sectors.
During the 6th National Convention of NTUC in 2018, he was elected Vice President. In the 7th National Convention in 2023, he was elected General Secretary.[4]
International labour movement
Rai has represented Nepal in international labour conferences organized by the International Transport Workers’ Federation (ITF).
At the 44th ITF World Congress in Singapore in 2018, he was elected Executive Board Member of the ITF World Committee and Vice President of the Road Transport Section for the Asia-Pacific Region.
He was re-elected as Executive Board Member of the ITF during the 46th ITF World Congress in Morocco in 2024, extending his term until 2029.[5]

Personal life
Rai is married to Shanti Rai and currently resides in Lalitpur Metropolitan City, Nepal.
