Alexandra de Hoop Scheffer is a French-Dutch political scientist and the president and CEO of the German Marshall Fund of the United States (GMF). She was appointed to the role on 30 April 2025, becoming the first European to lead the organization.[1] A dual French-Dutch citizen, she has more than 20 years of experience in transatlantic relations, geopolitics, European affairs, and corporate diplomacy. She previously served as GMF's senior vice president for geostrategy, acting president, and director of its Paris office.[2][3]

Early life and education

De Hoop Scheffer is the niece of Jaap de Hoop Scheffer, the former Dutch Minister of Foreign Affairs and Secretary General of NATO (2004–2009).[4] She holds a PhD in political science from Sciences Po in Paris, along with two master's degrees in political science and conflict studies from the same institution. She also studied at King's College London.[2][1][5]

Career

De Hoop Scheffer began her career with roles in academia and international organizations. She served in United Nations peacekeeping operations in 2006 and held positions at the French Ministry of Defence from 2006 to 2009. She was an associate professor at Sciences Po Paris and a research fellow at the Institut français des relations internationales (Ifri).[2][5]

From 2009 to 2011, she worked on the policy planning staff of the French Ministry of Foreign and European Affairs. During 2010–2013, she advised NATO's Supreme Allied Commander Europe. She was an associate fellow with Ifri's United States program from 2011 to 2016.[2][5]

In 2012, de Hoop Scheffer joined the German Marshall Fund as director of its Paris office and senior fellow. She rose through the ranks, serving most recently as senior vice president for geostrategy, where she led GMF's geostrategy, policy, and risk advisory initiatives across Europe, the United States, and the Indo-Pacific. She also served as acting president prior to her full appointment.[1][2]

As president and CEO, she focuses on strengthening transatlantic cooperation amid shifting global alliances, with an emphasis on security, economics, technology, and the Indo-Pacific region. She advises governments, multinational corporations, and financial institutions on geopolitical and macroeconomic trends.[2]

Publications

De Hoop Scheffer is the author of the book Hamlet en Irak (CNRS Éditions, 2007), which analyzes the evolution of U.S. foreign policy doctrine and its application in Iraq.[2][6]

She is a frequent public speaker and contributor to media and policy discussions on transatlantic relations, European security, and global geopolitics.[2]
