Benjamin Juan Carlos Blanco Ferri (born 3 February 1980) is a Bolivian diplomat serving as Undersecretary for Cooperation, Technical Assistance and Support for Least Developed Member Countries at the Latin American Integration Association (ALADI) since February 2024.[1] He previously served as Vice Minister of Foreign Trade and Integration of Bolivia and as Ambassador of Bolivia to Uruguay and Permanent Representative to ALADI and MERCOSUR.

Education
Blanco has an academic background in international relations and international trade. He holds master's degrees in International Trade Negotiations, Business Administration, and Higher Education. He also holds a degree in Systems Engineering and has completed postgraduate diplomas in productive development, international relations, and information technologies.
He has studied at institutions including the University of Barcelona, the Universidad Andina Simón Bolívar, the Plurinational Diplomatic Academy of Bolivia, Universidad San Francisco Xavier de Chuquisaca, Universidad Católica Boliviana, Universidad Loyola, and Universidad de Aquino Bolivia.
Career

Blanco served as Vice Minister of Foreign Trade and Integration in two periods (2018–2019 and 2020–2024).[2]
His work focused on trade promotion policies, export development, and regional economic integration. He also participated in international discussions on access to COVID-19 vaccines and intellectual property frameworks.[3]

Ambassador to Uruguay and Permanent Representative
From 2014 to 2018, Blanco served as Ambassador of Bolivia to Uruguay and Permanent Representative to ALADI and MERCOSUR. During this period, Bolivia participated in regional integration initiatives and trade promotion activities within these organizations.[6]
Latin American Integration Association (ALADI)
Since 5 February 2024, Blanco has served as Undersecretary at ALADI following his appointment by the organization's Committee of Representatives.[7]
His responsibilities include cooperation programs, technical assistance, and support mechanisms for relatively less developed member countries within the organization.
Regional integration and MERCOSUR
