David Wen (Chinese: 文武) is a professor at Zhejiang University, known for his work related to digital fiat currency or central bank digital currencies (CBDCs).[1][2][3][4] He is also referred to by Chinese media as a e-CNY expert.[5] He led an ITU focus group that brought together central banks from over 20 countries.[1] ITU focus groups are research bodies created to track rapid technological developments and facilitate the timely and efficient development of international standards.[1]

He participated in the early conceptual development and technical discussions regarding the adoption of DFC by multiple national central banks.[1][7]
In 2017, he was appointed Chair of the International Telecommunication Union (ITU) Focus Group on Digital Currencies.[8] [9]Yao Qian, former head of the development agency (Institute of Digital Money, People's Bank of China) for China's digital RMB, previously served as the vice chairman of the group. Yao Qian, formerly heading the People's Bank of China's Institute of Digital Money responsible for China's digital RMB, previously served as Vice Chairman of the focus group.[8][10][11]
The group brought together stakeholders from developing countries, and reports and interviews confirmed his role in leading the group's meetings and outcomes until its closure in 2019. [12][13] In 2020, ITU and Stanford University jointly launched the Digital Currency Global Initiative, committing to continue the work of the ITU-T Focus Group on Digital Fiat Currency — including pilot implementations, use cases, and technical standards development.[14] [13][15]
