Bibiloni was born in 1951 in Pòrtol [ca], Spain.[2] He graduated from the University of Barcelona with a degree in Catalan philology in 1974, and his doctoral thesis was a sociolinguistic study of Mallorcan, which he earned in 1983. In 1975, he became a professor in the Faculty of Philosophy and Letters at the University of the Balearic Islands.[1] Since 1991, he has been a professor at the Universitat Catalana d'Estiu [ca] in Prada de Conflent.

He has authored many works about sociolinguistics, language standardization, and toponymy. He was director of the Language Service of the University of the Balearic Islands (UIB) (1999-2001), the advisory body for toponymy and linguistics recognized by the Balearic Islands government. He has advised the Palma City Council on the standardization of the city's street names and is a member of various councils and committees related to language use. He has served on the Advisory Council for Catalan Grammar at the Institute for Catalan Studies and on the drafting team for the Grammar of Contemporary Catalan. He has also contributed to the Larousse Catalan encyclopedia.

His research has explored the theory and planning of standard language, linguistic interferences, and the sociological situation of Catalan, for which he has conducted sociolinguistic surveys.

As a result of his outreach, his personal blog is one of the leading resources in the Catalan blogosphere. He is a proponent of using the internationalism blog,[4] rather than bloc, the spelling TERMCAT recommends.[5] This has caused controversy among Catalan bloggers. He advocates for Catalan to be the sole official language in an independent Catalonia.[6][7]
