It was developed as part of the city's first public park system, donated by philanthropist John Welles Hollenback in 1914, and designed by Emil Loeffler.[4][2] The course features tree-lined fairways, water hazards on several holes, and small greens, making it accessible for beginners and casual play year-round.[1][5] Hollenback is managed by the City of Wilkes-Barre Department of Public Works.[6]
