Sometimes the gap between initialing and signing an agreement is largely a formality. For example, when Le Duc Tho and Henry Kissinger initialed the text of the Paris Peace Accords in regard to the Vietnam War on January 24, 1973, they agreed that a formal signing ceremony would occur on January 27. But sometimes negotiators will agree on a text, and initial it, without being able to promise that the governments they represent will approve the agreement and authorize that it be signed.
