Early life and education
Herrera Ramos was born in Tegucigalpa, Honduras.
He studied law at the Catholic University of Honduras. In 2015, he received a scholarship from the International Cooperation and Development Fund (TaiwanICDF) to pursue graduate studies at National Taiwan Normal University in Taipei, where he completed a master's degree in International Human Resource Development.[1]

Herrera Ramos has lived in Taiwan since 2015.
He is a journalist and geopolitical analyst whose work focuses on international relations, diplomacy, trade, and strategic competition involving Honduras, Taiwan, China, the United States, and Latin America.[2][3] Independent media have published profiles covering Herrera Ramos's journalism, geopolitical analysis, scholarship outreach, and public activities.
In September 2025, Radio Taiwan International summarized Herrera Ramos's analysis published in Nikkei Asia regarding the possibility of Honduras restoring diplomatic relations with Taiwan.[4] In 2026, La Tribuna published a profile on his work promoting access to international scholarships for Honduran students through Becas para Hondureños, where he serves as public relations coordinator.[5]
