Kevin R. Rhodes is an American government official, business executive, and retired military officer who currently serves as the 16th Administrator for the Office of Federal Procurement Policy (OFPP). Nominated by President Donald Trump and confirmed by the United States Senate, he assumed the office in October 2025. In this capacity, Rhodes acts as the Chief Acquisition Officer of the United States, overseeing procurement policies that govern approximately ten percent of the annual federal budget, or nearly $1 trillion.

Early life and education

Rhodes holds a bachelor's degree from the University of Florida, a master's degree in management, and a Doctorate of Business Administration with a project management focus.[1] He is a distinguished graduate of the Air War College.[1] He also served as an Air Force Fellow on the personal staffs of the Deputy Secretary of Defense and the Chairman of the Joint Chiefs of Staff.[1]

Career

Military service

Rhodes served in the United States Air Force for 25 years, holding senior leadership roles in acquisition, logistics, and operations.[2][3] His positions included serving as the Director of Operations for the KC-46 program, Program Manager for Common Avionics and Materiel, and Director of Acquisition at the White House Military Office.[2] During his time at the White House, he worked directly with multiple sitting U.S. Presidents.[2] His background includes combat operations and work on special programs for the U.S. Special Operations Command.[1] Over the course of his service, he managed budgets exceeding $2 billion annually and directed the Department of Defense's best-managed program on two separate occasions.[1][3]

Private sector

Rhodes worked as an executive at Systecon North America.[2] He served as the Vice President of Washington Operations before being promoted to Executive Vice President.[2] In these roles, he managed corporate strategy, senior government relations, and congressional interface efforts.[1] Under his leadership, the company achieved its most successful financial year on record.[2] In early 2024, Rhodes was involved in the rollout of a system-level decision framework built on Systecon's Opus Suite software, designed to optimize agile combat employment operations for the U.S. Air Force Air Mobility Command.[4]

Office of Federal Procurement Policy (OFPP)

In February 2025, Rhodes became a senior advisor to the Director of the Office of Management and Budget (OMB) within the Executive Office of the President.[1] In April 2025, President Donald Trump nominated him to serve as the Administrator of the Office of Federal Procurement Policy (OFPP). He was confirmed by the United States Senate in October 2025 by a 51–47 vote, becoming the 16th Administrator of the OFPP and the first confirmed leader of the office in six years.[2] Often referred to as the Chief Acquisition Officer of the United States, he oversees procurement policies governing approximately ten percent of the annual federal budget, or nearly $1 trillion.[1] His responsibilities include managing the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS), and he chairs the Chief Acquisition Officers Council and the CAS Board.[1] Rhodes is currently leading the "Revolutionary FAR Overhaul" (RFO) and CAS changes, an initiative aimed at modernizing federal procurement policies.[5][1]
