Throughout the series, many members of the Saints have been introduced, alongside antagonists in the forms of law enforcement and rival gangs.

3rd Street Saints
Playa
The Playa, also known as the Boss and the President, is the player character in the Saints Row franchise. A member of the 3rd Street Saints, the player character eventually becomes the leader of the Saints and even the President of the United States.
The player character is made customizable starting with Saints Row 2, appearing as a Caucasian male in the first installment.[1] Beginning with the second installment, a range of different voice actors can be chosen for the character.
Julius Little
Julius Little (Keith David) is the founder and initial leader of the 3rd Street Saints, with a goal of ridding Stillwater of all other gang activity. Little saves and recruits Playa at the beginning of the game. Little was friends with Benjamin King of the Vice Kings in the past. Little eventually betrays Playa and blows up the yacht he is on, putting him into a coma. In Saints Row 2, the Playa kills Julius for betraying him.
Johnny Gat
Johnny Gat (Daniel Dae Kim) is a member of the 3rd Street Saints. Johnny was in a relationship with Aisha until her death in Saints Row 2. Johnny appears to die in a conflict with Phillipe Loren in Saints Row: The Third, but this is retconned with him being kidnapped by Zinyak in Saints Row IV. He received his own standalone game in Saints Row: Gat out of Hell. He has appeared in other media outside of the franchise, and the spin-off Agents of Mayhem.[2]
Aisha
Aisha (Sy Smith) is a famous African-American musician who was in a relationship with Johnny Gat. She fakes her death to escape fame and remains a recluse until her death at the hands of Jyunichi by decapitation. She had a younger sister. She is virtually recreated by the Zin. Johnny can choose to reunite with her in heaven in Saints Row: Gat out of Hell.
Troy Bradshaw
Troy Bradshaw (Michael Rapaport) is an undercover police officer sent to infiltrate the Saints. He forms close bonds with the other Saints, and uses his position as a police officer to help them in Saints Row 2.[3] Troy is present in hell in Saints Row: Gat out of Hell.[4]
Lin
Lin (Tia Carrere) is an Asian-American member of the Saints. She is sent to infiltrate the Rollerz and begins a relationship with Donnie. She is soon found out by William Sharp and is stuffed in the trunk of her car with the player, shot, and rolled into the river where she dies.[4] A homie named Zombie Lin is based on the character.[5] She is revealed to be in heaven with other dead Saints in Saints Row: Gat out of Hell. She was created to contrast the characters of Dex and Gat.[6]
Dex
Dex (Jeffery Allen Qaiyum) is an African-American member of the Saints. He is a tactical member of the Saints, and helps the players take down Los Carnales. In Saints Row 2, Dex becomes Head of Security for Ultor and betrays Julius and the Playa by trying to have them assassinated in the Saints church. He is not seen from the first game until being seen in hell during the events of Saints Row: Gat out of Hell.[4] Dex was initially created as a foil for Johnny Gat.[6]
Benjamin King
Benjamin King (Michael Clarke Duncan; Terry Crews (IV))[7] formed the Vice Kings to rival Los Carnales. A coup is staged against him but he is rescued by the Saints. He assists in defeating Tanya Winters, personally killing her. He next appears in Saints Row IV, working with the Saints. He is abducted by aliens before being freed by the player. King's name was conceived as a way to symbolize "wealth and power".[6]
Gangs
- Vice Kings: Founded by Benjamin King, the gang is taken over in a coup by Warren Williams (Ogie Banks) who is then killed by Tanya Winters (Mila Kunis (SR)[8]; Ursula Taherian), who takes over. She is subsequently killed by Benjamin King and the Saints. Anthony "Big Tony" Green (TC Carson) is a bodyguard for the gang that is killed by the player. Simulations of all three members are present in Saints Row IV.
- Los Carnales: A Latin-American gang said to be the oldest gang in Stilwater. It is controlled by the Lopez brothers, Hector (Joaquim de Almeida) and Angelo (Freddy Rodriguez). Hector is shot dead with a sniper, and Angelo dies when his plane is attacked by the player. Victor Rodriguez (Philip Anthony-Rodriguez) is the main enforcer of the gang, and dies when attacking the church. Luz Avalos (Andrea Zafra) is the materialistic girlfriend of Angelo. She is revealed to be in hell in Saints Row: Gat out of Hell.
- Westside Rollerz: A gang focused on street racing. William Sharp (David Carradine) finances the Rollerz while his nephew, Joseph Price (Gregory Sims) leads. Both are present in hell. Donnie (Andrew Kishino) is the mechanic for the gang that dates Lin. He is later the mechanic for the Brotherhood in Saints Row 2, and a character in the Saints Row IV DLC, "Enter the Dominatrix".

3rd Street Saints
Shaundi
Shaundi (Eliza Dushku (SR); Danielle Nicolet)[7][11] is a young stoner who joins the Saints. She is sent to infiltrate the Sons of Samedi, and undermine their drug operation, leading her to be held hostage and saved by Playa. In the next game, Shaundi has become one of the leaders of the Saints and has a drastically different appearance and personality.[4][5] At the end of the game, the player is given the opportunity to save Shaundi, Viola, and Burt from an explosion or to kill Killbane. The Save Shaundi ending has stated to be the confirmed ending for the game.[12] Shaundi is featured in Saints Row IV, now as the Director of the Secret Service for the White House. She is abducted alongside many members of the Saints and placed in virtual reality simulations before being rescued by the player. Fun Shaundi (Jennifer Jules Heart)[11] and Future Shaundi exist as alternate versions of the character in Saints Row IV and it's DLC content.[12][13]Shaundi was featured in a 2008 issue of Playboy magazine and has a cameo in the 2009 game Red Faction: Guerilla. [14][15]
Pierce Washington
Pierce Washington (Arif S. Kinchen) is an African-American member of the Saints, assigned to collect information on the Ronin. In Saints Row The Third, Pierce does commercials for the Saints energy drink brand, Saints Flow. In Saints Row IV, Pierce is communications direction.[5] He is abducted and placed in a virtual reality simulation, before being freed by the player.[16] Pierce is a playable character in the 2016 game 100ft Robot Golf and as the agent Kingpin in the 2017 game Agents of Mayhem.[17][18]
Carlos Mendoza
Carlos Mendoza (Joe Camareno) is a Latino-American member of the Saints. He first meets the boss as he is waking from his coma in a police hospital, where Carlos helps him escape and rebuild the Saints. Carlos is assigned to collect information on the Brotherhood, and poisons Maero's tattoo ink. He is discovered and is attached to a car with a chain and dragged around the docks.[19] The player attempts to save him, but he is badly injured and the player is forced to kill him. Carlos is shown to be in heaven with other deceased members of the Saints in Saints Row: Gat out of Hell.[20][5]
Gangs
- The Brotherhood: Specialize in arms dealing and violent crime. They are led by Maero (Michael Dorn), a large tattooed Māori man. His girlfriend Jessica (Jaime Pressley) assists him, until she is unwittingly killed by Maero in his monster truck after an altercation with the Saints. Maero is later killed by the player.
- Sons of Samedi: Specialize in drug trafficking. They are led by the General (Dave Fennoy), a Haitian man. Other members include Mr. Sunshine (Phil Morris), a voodoo priest who acts as the right-hand man to the General, and Veteran Child (Neil Patrick Harris), an ex-boyfriend of Shaundi who takes her hostage.[21] All members are killed by the player.
- Ronin: Specialize in gambling and prostitution. The founder of the gang is Kazuo Akuji (Steve Blum), an elderly Japanese man. His son Shogo (Yuri Lowenthal), leads the gangs operation in Stilwater, but is immature and eventually buried alive by Johnny Gat. Jyunichi (Brian Tee) is an enforcer for the gang that kills Aisha, and stabs Johnny. He is later killed by the Playa, as well as Kazuo. The group are all shown to reside in hell in Saints Row: Gat out of Hell.[12]
Ultor Corporation
Dane Vogel
Dane Vogel (Jay Mohr) is the executive of the Ultor Corporation, with plans to gentrify the whole city. He is a cunning businessman, making deals with the gangs of the city with plans to rid the city of them by allowing them to destroy each other. When the Saints retaliate against Ultor, Vogel allows them to eliminate the board so as to become the chairman. Vogel is able to evade assasination attempts by the Saints, but is soon thrown from his window by the player. A deceased Vogel later assists the Saints in Saints Row: Gat out of Hell.[22]

Saints
Kinzie Kensington
Kinzie Kensington (Natalie Lander) is a former FBI agent who joins the Saints. Kinzie was investigating the Syndicate but was framed and captured by the Deckers, before being saved by the Saints. She is an experienced hacker and intelligence operative, often predicting threats before they happen. In Saints Row IV, Kinzie is the Press Secretary. She attempts to warn the others of the alien invasion, but isn't listened to. She is abducted alongside the other Saints. She escapes her captivity and throughout the game helps the player character through the virtual worlds and to defeat the Zin. She is a playable character in Saints Row: Gat out of Hell, as well as Agents of Mayhem.[23][24]
Josh Birk/Nyte Blayde
Josh Birk (Andrew Bowen) is an actor who follows the Saints to study for a role about them. He is used as a hostage by the player to draw out STAG.[25] In Saints Row IV, Josh remains friendly with the Saints. He escapes abduction with Oleg, but is killed when Zinyak destroys the Earth. Nyte Blayde is a character portrayed by Josh in universe. Both Josh and Nyte Blayde can be unlocked as "Homies". A DLC pack and graphic tee inspired by Nyte Blade were released.[26][27]
Oleg Kirrlov
Oleg Kirrlov (Mark Allen Stewart) is an extremely large muscular, Russian man who becomes a member of the Saints. Oleg is an intelligent former member of the KGB held captive by the Syndicate to create cloned brutes from his DNA. He is freed by the Saints and joins them. In Saints Row IV, Oleg is Head of Security. He is spared from abduction alongside Josh Birk, but both are killed during the destruction of the Earth.[4] Oleg appears as an agent in Agents of Mayhem, under the codename Yeti.[28]
Angel De LaMuerte
Angel De LaMuerte (Hulk Hogan)[7] is a Mexican-American member of the Saints. Originally a member of the Luchadores, and the tag-team partner of Killbane, he was embarrassed by Killbane in front of the gang and later recruited by the Saints.[12]
Zimos
Zimos (Alex Désert) is a pimp who had affiliations with the DeWynter twins. Zimos had a tracheostomy due to excessive smoking and uses an electronic voicebox with autotune installed.[29] He assists the Saints after his relationship with the Syndicate sours. He is seen again in Enter the Dominatrix.
Syndicate
The Syndicate is a conglomerate gang formed by three gangs; the Morningstar, Luchadores and Deckers.
- Phillipe Loren (Jacques Hennequet) was the Belgian leader of the Morningstar and Syndicate as a whole. He is an international arms dealer who wants the Saints gone. He is crushed under a large structure by the player. Lead writer, Steve Jaros, stated he is similar to a Bond villain.[30]
- Viola (Sasha Grey)[31] and Kiki DeWynter (Megan Hollingshead) were twin sisters and the proteges of Morningstar, a gang specializing in gun and sex trades. Kiki is killed by Killbane when he snaps her neck out of anger. Viola joins the Saints, and may die in an explosion depending on the choices of the player.[12] She is head of the federal reserve during the players presidency in Saints Row IV, but is not abducted and presumably dies when the Earth is destroyed.
- Eddie "Killbane" Pryor is a masked wrestler and the leader of the Luchadores, a gang specializing in casinos and steroids. He is the former partner of Angel until he betrays him. In the final mission of the game, the player has the choice to save their allies or kill Killbane.[12] Steve Jaros stated that “In some ways, he’s like a dark mirror to the player".[32] Screen Rant noted Killbane as a lacklustre villain, while What Culture and Gaming Bolt gave positive feedback.[33][34][35]
- Matt Miller (Yuri Lowenthal) is a gothic hacker and the leader of the Deckers, a gang specializing in the online black-market. After his defeat by the Saints, he swears off technology and leaves the Syndicate. In Saints Row IV, Matt is a member of MI6 and is abducted by aliens with the other Saints and his partner Asha Odekar, but is later freed and helps the player. He subsequently appears in DLC expansions and Saints Row: Gat out of Hell.[36] Steve Jaros noted the character as being cocky and obnoxious.[37]
STAG
STAG (Special Tactical Anti-Gang Unit) is a paramilitary law force operated by the US government. It is lead by Cyrus Temple (Tim Thomerson) and his subordinate Kia (Anastacia McPherson). After Senator Monica Hughes (Tasia Valenza) gains permission for the mobilization of STAG, it is deployed over Steelport. STAG destroys the Saints HQ. In Saints Row IV, Cyrus is a terrorist and launches a nuke towards Washington before being killed by the player.
Other
- Burt Reynolds (Burt Reynolds) is the mayor of Steelport who requests the Saints help in solving a zombie crisis and can become unlockable as a "Homie". In one ending of the game, Burt, alongside Shaundi and Viola, may be killed in an explosion orchestrated by Kia.[7]
- Jane Valderama (Lauri Hendler) is a TV and radio presenter[38] recurring throughout the series. First heard in Saints Row, she is seen interviewing people on TV in Saints Row 2, with subsequent appearances in the following games. She can be used as a homie in Saints Row 2.[39]

Asha Odekar
Asha Odekar (Rebecca Riedy) is a British MI6 agent who assists the Saints. She is abducted alongside the other characters but is freed by the player.
Keith David
Keith David, the real life actor and voice of Julius Little appears as a character in Saints Row IV. David serves as the Vice President under the player character. He is abducted alongside the other characters but escapes and helps free the player. He betrays the Saints to Zinyak, but later has a change of heart and helps them.[40]
Zin
Zinyak
Zinyak (J. B. Blanc) is the leader of the Zin and the main antagonist of Saints Row IV. He leads the Zin invasion of the Earth and abduction of the Saints, personally taking Kinzie and Shaundi. He later destroys the Earth but is killed by the player character. He is a fan of literature and uses time travel to kidnap many historical figures, including Jane Austen (Eden Riegel), who acts as the narrator of the game.[41]

Satan and Jezebel
Satan (Travis Willingham) is the main antagonist of Saints Row: Gat out of Hell. He attempts to abduct Johnny Gat to marry his daughter, Jezebel (Kate Reinders), who becomes an ally to the player.
Dominatrix
The Dominatrix is the main antagonist of the DLC, Enter the Dominatrix. She is an AI program that exists in an alternate timeline where Zinyak attacked Steelport.
Zach and Bobby
Zach (Mike Carlucci) and Bob (Rob Van Dam) are introduced in Genkibowl VII as a pair of commentators.
Santa and Mrs. Claus
Santa (JB Blanc) and Mrs. Claus both appear in How the Saints Save Christmas. Santa is abducted by Zinyak and turned into the monstrous Clawz before being freed by the player. Both are available as Homies.

Saints Row serves as a reboot of the series and introduces all new characters to the series.[42]
Saints
Boss
The player character, distinct from Playa, was a defense agent for Marshall Defense before being fired and starting the Saints, a gang consisting of themselves and their roommates. The character is completely customizable.[43]
Eli
Eli (Eugene Byrd) is an African-American man and member of the Santo Ileso Saints. He is the strategist of the group.
Kevin
Kevin (Greg Chun) is an Asian-American man and member of the Santo Ileso Saints. He is a hard-partier and DJ, who supplies the team with valuable contacts.
Neenah
Neenah (Jeannie Tirado) is a Mexican woman and member of the Santo Ileso Saints. She is the getaway driver for the group.
Snickerdoodle
Snickerdoodle is the pet orange tabby cat of the Saints.
Enemies
- Marshall Defence Industries: A private military company operating in Santo Ileso. It is owned by Atticus Marshall (Darin De Paul), an elderly rancher and enemy of the Saints that fired the Boss for failing a mission to rescue Myra Starr (Anna Vocino), a member of the Board of Directors who later assists the Saints.
- The Idols: An anarchistic, cult-like gang.
- Los Panteros: A street gang ran by Sergio Velez (David DeSantos).
