Arrest and Legal Proceedings
On April 30, 2019, agents from the National Bureau of Investigation (NBI) arrested Jayme at his residence in Parañaque City. The arrest was executed following a search warrant for his computer data, which linked him to the website metrobalita.net. The NBI alleged that this website was the primary platform used to host and circulate the "Bikoy" videos[3].
Charges
In May 2019, the Department of Justice (DOJ) indicted Jayme for inciting to sedition[4] in relation to the Cybercrime Prevention Act of 2012. Prosecutors argued that the publication of the videos was not an exercise of free speech but a deliberate attempt to:
Slander the President and his family.
Arouse public dissatisfaction against the government.
Disturb the peace and order of the community.
Defense and Statements
Jayme admitted to creating the website metrobalita.net[5] but denied being the whistleblower "Bikoy" or having any hand in the production of the videos. He claimed he was hired as a freelance developer for ₱2,500 by individuals associated with the Liberal Party (LP) and the Magdalo Group to set up the site[6].
He later expressed a willingness to cooperate with the government, stating that he felt "abandoned"[7] by those who hired him. Representatives from the Liberal Party and Magdalo subsequently denied any official involvement in the production of the videos.
Aftermath
The case took a significant turn in May 2019 when Peter Joemel Advincula[8] surfaced, claiming to be the real "Bikoy." Advincula initially upheld the allegations in the videos but later recanted, claiming the entire operation was a script orchestrated by the political opposition to destabilize the Duterte administration.
Following these developments, Jayme was granted bail in late 2019. While several high-profile opposition figures were initially charged alongside him, many of those charges (including those against Vice President Leni Robredo) were eventually dropped due to lack of evidence.[9]
2024 Acquittal
On January 22, 2024, the Parañaque City Regional Trial Court (RTC) Branch 258 issued a decision clearing Jayme of the charges. Presiding Judge Noemi Balitaan ruled that the prosecution failed to prove Jayme's guilt beyond reasonable doubt.
